COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA
ORDINANCE NO. 65-2020
AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE, AND
APPROPRIATION OF A GRANT FROM
THE US ECONOMIC DEVELOPMENT ADMINISTRATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The United States Economic Development Administration ("EDA") has grant
funding available through its Coronavirus Relief Public Works Fund established
by the Federal Coronavirus Aid, Relief, and Economic Security Act ("CARES")
to assist with certain public improvements; and
WHEREAS, The City of Richmond desires to submit a grant application to assist with the costs
of certain improvements at the Midwest Industrial Park ("MIP") which includes
Phase 3 Road Widening, Engineering,- and Construction for road improvements
located at 3743 Gaar Jackson Road and 1432 Round Bard Road; and
WHEREAS, A twenty percent (20%) local match in the amount of $704,000.00 as calculated
by the United States EDA, is required, which local match willcome from MIP
funds and LIT funds.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, in accordance with IC 36-1-4-10, has submitted or will submit
a grant application to the United States Economic Development Administration to assist with
funding to be used by the City with the costs of certain improvements at the Midwest Industrial
Park which includes Phase 3 Road Widening, Engineering, and Construction.
2. The City of Richmond is authorized to accept said grant funding in an amount up to
Two Million Four Hundred Ninety-six Thousand Dollars and Zero Cents ($2,496,000.00).

3. Said funds, if awarded, shall be appropriated to fund the costs of the roadway
improvements at the Midwest Industrial Park.
