PIGATT'S RESIGNATION; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on November 10, 2021, Matthew A. Pigatt resigned as Mayor of the City of Opa-Locka, Florida; and WHEREAS, Article II, Section 2.7 (C)(2), of the City Charter requires the City Commission to fill the vacancy by appointment within 30 days of the event creating the vacancy; and WHEREAS, pursuant to Article II, Section 2.2 of the City Charter, the City Commission finds that Audrey Dominguez is a qualified elector of the City of Opa-Locka, Florida; and WHEREAS, the City Commission finds that it is in the best interest of the City to appoint Audrey Dominguez to serve on the City Commission and fill the vacancy created as a result of Mayor Matthew Pigatt's resignation. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-Locka hereby appoints Audrey Dominguez as a member of the City Commission of the City of Opa- Locka to fill the vacancy created resulting from the resignation of Mayor Matthew A. Pigatt. Section 3. Audrey Dominguez shall serve a term pursuant Article II, Section 2.7(C)(2) of the Charter of the City of Opa-Locka, Florida, until the next regularly scheduled Miami -Dade County -wide election. Resolution No. 21-9943 Section 4. Scrivener's Errors Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager or the City Manager's designee, without the need of a public hearing, by filing a corrected copy of same with the City Clerk. Section 5. This Resolution shall take effect immediately upon adoption and is subject to the approval of the Governor or his designee. Pigatt on November 10, 2021. At the November 17, 2021 Special Commission Meeting, the City Commission directed the City Clerk to issue a Notice of City Commission Vacancy to provide an opportunity for all interested individuals to apply for consideration. Pursuant to City Charter Section 2.7(c), the City Commission has 30 calendar days following the occurrence of the vacancy to fill the vacant City Commission position. In accordance with City Charter Section 5.1, each applicant shall be a qualified elector of the City residing m the City for more than 365 days prior to the date of application. The individual appointed to the City Commission will serve until November 2022. I would like to be the voice for the residents to make them feel heard, the businesses so they feel welcomed, and most importantly the elderly to ensure they feel supported. If I were appointed as the next commissioner of Opa-Locka, I would bring diverse viewpoints and assist in helping the city come together as a united community, keeping our city government transparent, accountable, and responsible. I have been a resident of Opa-Locka since 1994. I moved to the city with my husband and two daughters who both attended Opa-Locka elementary. My husband and I opened a very well- known restaurant called Mama Dolores Cafeteria on Alibaba Avenue. I remember watching the city commissioner meeting on television and wanting to know more about the city. As a resident and business owner, I was always interested in getting involved in the community. So, I finally decided to run for commissioner in 2018 and again in 2020. I wanted to be the voice for the residents, bring change, and inclusion to the community. Although I did not win, I did grow and learn more about the city and what it means to serve on the city commission. I continue to stay active in community topics and events. I also take great pride in my role as a community activist. I've had the pleasure of meeting great people in the process and have built amazing relationships with residents within the community. In 2019, I participated in a Valentine's Day event at the Archbishop center where I did hair and makeup for the elderly residents. And during the pandemic, I picked up food from Ministerio Renuevo church's food bank to deliver to those in need within the community that did not have transportation or capability of picking up necessary food items for themselves. I am currently on the Planning and Zoning Board, and Community Action and Human Services board. I also participated in the `Conga Loca' event sponsored by Vice Mayor Taylor during Hispanic Heritage month and participated as a panelist for the most recent event called 'Guns Down Bible's up' hosted by Commissioner Sherelean Bass, which was a great event. I attend most city meetings in person or remotely to stay informed. By attending, I can keep the residents informed of any upcoming activities via social media platforms or by phone. Lastly, I would like to thank you for taking the time to read my letter of interest and for your consideration in the role as the next city commissioner. As a former commissioner in the City of Opa-Locka, I have numerous noteworthy achievements. Currently, most of legislations are being utilized. In addition, I was very active with the League of Cities. At the National convention, I was nominated and elected as the President of Women's in Municipal Government. I was appointed by my colleagues of Commission to be the key person to work with the school board staff on the renaming of Opa-Locka Elementary School to Dr. Robert Ingram Elementary School. I worked closely with the school board Superintendent staff on the drafting of the City of Opa-Locka Educational Compact, which was approved by Miami -Dade Public School Board. Subsequently, I was appointed by Dr, Steve Gallon II to the Diversity, Equity and Excellence Advisory Committee (DEEAC) representing District 1 and elected as Chair of DEEAC. and during my tenure, the committee achieved overwhelming achievements noted in multiple annual reports. In 2009, I was appointed by Commissioner Barbara Jordan to Community Action Agency board representing District 1. I served as Vice -Chair for Miami -Dade County Community Action and Human Services.
