THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND, INDIANA,
WEDNESDAY,NOVEMBER 25,2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Wednesday, November 25, 2020, in the Council Chambers at the Municipal Building, 50 North
5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Matt Evans. Emily Palmer was absent.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Clerk; Sharry Hemingway, Payroll and Benefits Administrator; Greg Stiens, Director
of Public Works and Engineering; and,Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of November 12, 2020, supported by Ms. Robinson.
Upon a vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for November 20, 2020 in the amount of
One Hundred Fifty Thousand. Seven Hundred Ninety Five dollars and ninety-four cents
($150,795.94), supported by Ms. Robinson. Upon a vote viva voce,the motion carried.

Mr. Evans moved to approve a special Claims for Payment for November 27, 2020 in the amount
of Three Hundred Thirty Two Thousand Six Hundred Seventy One dollars and ninety cents
($332,671.90), supported by Ms. Robinson. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Payroll Claims for Payment for November 20,2020 in the amount
of Seven Hundred Seventeen Thousand Seven Hundred Eighty Four dollars and fifty-thee cents
($717,784.53), supported by Ms: Robinson. Upon a vote viva voce,the motion carried.
Mr. Evans moved to approve a special Payroll Claim for Payment for November 23, 2020 in the
amount of Seven Hundred Seventy Eight dollars and thirty-two cents ($778.32), supported by Ms.
Robinson. Upon a vote viva voce, the motion carried.

PAYROLL CLAIMS FOR PAYMENT FOR PENSION
Mr. Evans moved to approve the Payroll Claims for Payment for Pension for November 30, 2020
in the amount of Two Hundred Sixty Five Thousand Nine Hundred Eighty Eight dollars and thirty-
four cents ($265,988.34), supported by Ms. Robinson. Upon a vote viva voce,the motion carried.

CONTRACTS
• CONTRACT NO. 162-2020—HOWARD E. NYHART COMPANY, INC.
-Will supply City of Richmond with an actuarial report of the City's 2020 Health insurance
Plan.
-Not to exceed $2,800.00
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion
carried.
CHANGE ORDERS
ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 80-2020—INDOT
-INDOT received bids for Whitewater Gorge Connector Trail on November 10, 2020. The
lowest bid was higher than original estimates. INDOT has agreed to fund 80% of
construction costs or$1,110,945.60
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion
carried.
-Request to allow President Robinson to sign amendment.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion
carried.
• ADDENDUM NO. 2 TO CONTRACT NO. 186-2018 — NATIONAL SIGNAL
COMPANY

- City wishes to retain Contractor to continue to provide services in connection with the
inspection,testing, and repair of railroad crossing protection equipment for the City.
-Not to exceed $520.00 additional fee for 2021 calendar year.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 1 TO CONTRACT NO. 198-2019—JOSEPH P. BUCKLER
-City wishes to retain Contractor to continue to provide specialized CAD engineering
services for the Richmond Department of Public Works and Engineering.
-Not to exceed Twenty Four Dollars and fifty-three cents($24.53)per hour for a maximum
of twenty (20) hours of work per week.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion
carried.
