The Board of Public Works and Safety of the City of Richmond, Indiana, met at 4:00 P.M.,
Thursday, December 10, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns, Deputy City Clerk;
Andrew Sickmann, Corporate Council; and, Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of December 3, 2020, supported by Mr. Evans. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Claims for Payment for December 11,2020 in the amount of One
Hundred Twenty Six Thousand Fifty One Dollars and seventeen cents ($126,051.17), supported
by Ms. Palmer. Upon a vote viva voce,the motion carried.

CONTRACTS
• CONTRACT NO. 165-2020—ANDREW J. SICKMAN
This contract is for Andrew J. Sickmann who is a partner in Boston Bever Forrest Cross &
Sickmann Law Firm(BBFCS)to represent the City of Richmond as Corporate Council for
the year 2021.
Not to exceed $46,306.86 to be paid in 11 monthly installments of $3,858.96 and one
month payment of$3,858.90.
Ms. Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 176-2020 — AMALGAMATED TRANSIT UNION 1474
COLLECTIVE BARGAINING AGREEMENT

December10,2020
This contract is in effect from January 1, 2021 to December 31, 2023.
Below are some of the changes that were made:
1. Section B4: When a change of hours is necessary, seniority will control which
drivers will be provided first choice.
2. Section B6: All drivers will receive equal and sufficient training time, not to be
less than forty (40)hours, on Paratransit, as well as Roseview Route.
3. Section B8: This section addresses how overtime hours are to be allocated.
4. Section Dl: Drivers will receive two percent (2%) per year pay increase for the
term of the contract.
5. Section D8: An employee's immediate family member may ride for free, and
children may ride at no charge until they reach twenty-one (21) years of age.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the
