Home My Public Portal About12-17-2020 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 17, 2020 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, December 17, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance Violation Clerk; Lieutenant Donnie Benedict; Sherry Hemmingway, Payroll and Benefits Administrator; Police Chief Mike Britt; Valerie Shaffer, Director of Economic Development Corporation of Wayne County(EDC)joined by zoom; Greg Stiens,Director of Public Works and Engineering; Randy Kouns, Director of Information Technology; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of December 10, 2020, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr.Evans moved to approve the Claims for Payment for December 18,2020 in the amount of One Hundred Seventy Three Thousand Nine Hundred Thirty Seven Dollars and sixty two cents ($173,937.62), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for December 18, 2020 in the amount of Seven Hundred Seventeen Thousand Eight Hundred Forty Eight Dollars and forty one cents ($717,848.41), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS NEW HANDICAP SIGNS Board of Works Minutes December 17,2020 1111 Harris Street Ms.Palmer moved to approve,supported by Mr.Evans. Upon a vote viva voce,the motion carried. 53 NW"H" Street Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva vote,the motion carried. HANDICAP SIGN RENEWALS 2108Grand Blvd 1106 Crosshall Street Ms. Palmer moved to approve,supported by Mr. Evans.Upon a vote viva voce,the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 171-2020 —HCC LIFE INSURANCE COMPANY They are a stop loss policy provider. HIPPA requires the use of a Business Associate Agreement. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. Mr. Evans moved to allow Emily Palmer to sign the agreement, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 177-2020—FRIENDS OFFICE They are to furnish administrative office furnishing to the Richmond Police Department. Not to exceed $35,855.46 Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • • CONTRACT NO. 178-2020—ECONOMIC DEVELOPMENT CORPORATION OF WAYNE COUNTY (EDC)AND HUTCHINGS FARM LLC Board of Works Minutes December 17,2020 .1 This a sublease agreement for Hutchings Farm LLC to lease acreage from the EDC in the Midwest Industrial Park. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 182-2020—CLARK DIETZ, INC. INDOT—DES.NO. —1702769 They will be providing consultant services for the Complete Streets Loop Project Phase II on Main Street, Ft. Wayne Avenue, and North E Street in the City of Richmond. Not to exceed $37,065.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CHANGE ORDERS • CHANGE ORDER NO. 1 TO CONTRACT NO. 105-2020 - MILESTONE — HERITAGE TRAIL PROJECT The removal of 9 additional trees and the installation of 400 LF of split rail fence along the river sided of the trail. Not to exceed $12,300.00 Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. ADDENDUMS • ADDENDUM NO. 2 TO CONTRACT NO. 43-2019 LEASE AGREEMENT — CONGRESSMAN'S OFFICE This addendum extends the length of the lease to January 2, 2023 with the rent remaining at $100.00 a month. Vicki Robinson as the President of the Board needs to be allowed to sign the document. , Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Ms. Palmer moved to allow Vicki Robinson as Board President to sign this addendum, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 164-2020—SPEC TECH SECURITY This is for the installation of an additional entrance security video system.
