DECEMBER 7,2020
The Common Council of the City of Richmond, Indiana met in a Regular Meeting,
December 7,2020 in the Hutton Room in said City.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Councilors Bill Engle,Jeff Cappa,Jeffrey Locke,Gary Turner,Ron O1er and
Larry Parker. Kelly Cruse-Nicholson and Jane Bumbalough joined the meeting by Zoom.
Absent was Councilor Doug Goss.
Also in attendance were Andrew Sickmann, Corporate Council; Monica Burns, Deputy
City Clerk; Emily Palmer, Controller;Fire Chief Jerry Purcell; Beth Fields, Infrastructure
and Development; Randy Kouns,Director of Information Technology; Sergeant at Arms;
and,Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held,November
16, 2020 supported by Councilor Bumbalough.Upon a vote viva voce,the motion
carried.
PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND
INTRODUCTIONS,MOTIONS,RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• Wayne Chamber of Commerce is hosting Wayne County Couch Shopping on
Facebook Live on December 11, 2020
• The Winter Farmer's Market is ongoing and is now heated.
• Awards are being given out by the Wayne County Chamber of Commerce
• Asked the public to do as much online for City services as they can to slow down
on public contact.
• Suspended the Department Head Reports for the time being.
• Gave update on Stellar Projects

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 68, & 69-2020 on
first reading by title only, supported by Councilor Turner. Upon a vote viva voce, the
motion carried.
The Deputy Clerk read Ordinance No. 68-2020 on first reading by title only.
ORDINANCE NO. 68-2020 - AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM
THE INDIANA FINANCE AUTHORITY
Councilor Locke moved to suspend the rules and advance Ordinance No. 68-2020 to
second reading and Public Hearing, supported by Councilor Parker.
The Deputy Clerk read Ordinance No. 68-2020 on second reading by title only.
The Finance Committee recommended approval.
President Oler declared Ordinance No. 68-2020 on public hearing. There being no
comments for or against,Councilor Parker moved for engrossment,supported by Councilor
Locke. Upon a vote viva voce,the motion carried.
Councilor Parker called for the question, supported by Councilor Locke.
Ordinance No. 68-2020 was adopted with an 8-0 roll call vote.

ORDINANCE NO. 69-2020 — AN APPROPRIATION (TRANSFER) ORDINANCE
AMENDING THE 2020 BUDGET(Fire)
The Deputy Clerk read Ordinance No. 69-2020 on first reading by title only.
Councilor Locke moved to suspend the rules and advance Ordinance No. 69-2020 to
second reading and Public Hearing, supported by Councilor Parker.
