CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Matt Evans. Absent was Emily Palmer. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Fire Chief Jerry Purcell; Terri Quinter, Supervisor of Rose View Transit; Major Jon Bales;Aydon Stevens; and, Media. APPROVAL OF MINUTES Mr. Evans moved to approve the minutes of December 17, 2020, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT—None PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS -None BID OPENINGS -None BID AWARDS—None _ CONTRACTS • CONTRACT NO. 172-2020—CUMMINS ELECTRIC,INC. They will provide general maintenance and electrical repairs for the Richmond Fire Department. Their fee is $75.00 an hour. Upon a vote viva voce, the motion carried. • CONTRACT NO. 173-2020—OVERHEAD DOOR COMPANY OF RICHMOND They will provide on-call and as needed general maintenance of the overhead doors and openers for the Richmond Fire Department Their fee is $60.00 an hour. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 174-2020 — PEDRO FELICIANO D/B/A PREVENTIVE MAINTENANCE SERVICES He will provide general maintenance and repairs on all of Rose View Transit vans and buses for the 2021 and 2022 calendar years. He will be paid $46.00 per hour. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 181-2020—HEAVENLY HOMES They will provide janitorial and cleaning services for the Richmond Police Department on a weekly basis for the 2021 calendar year. Their pay will be $25.00 per hour. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 183-2020 — TESTING FOR PUBLIC SAFETY LLC DBA INSTITUTE FOR PUBLIC SAFETY PERSONNEL They will provide consulting and testing services in connection with the Richmond Police Department and the Police Merit Commission oral interview process for the 2020 and 2021 calendar years. They will be paid $1,400.00 for the first 20 new hire applicants and will receive $25.00 for each additional applicant. An additional $400.00 per day for additional monitoring requested due to additional applicants requested. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CHANGE ORDERS -None ADDENDUMS . Board of Works Minutes December 31,2020 • ADDENDUM NO. 1 TO CONTRACT NO. 180-2019 — REYNOLDS PLUMBING, INC They will provide general maintenance and plumbing repairs for the Richmond Fire Department under the same terms of the original contract. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 204-2019 — PHOENIX SAFETY OUTFITTERS, LLC They will provide services in connection with the cleaning,repair and maintenance of turn out gear for the Richmond Fire Department in the amount of$34,998.25. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO, 139-2020 — FLETCHER CHRYSLER DODGE JEEP RAM The original contract was for 8 police cruisers. Since there are funds available this addendum is asking for an additional cruiser at a cost of$27,535.00. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
