ENDORSEMENT FOR GOVERNOR WHITMAN'S DIRECT
PROPERTY TAX RELIEF PROGRAM
WHEREAS, Governor Whitman's direct property tax relief proposal announced ' '
in the State of the State Address will, when fully phased in, provide $1 billion in
taxpayer relief in the form of annual checks mailed directly to an estimated 1.9
million homeowners; and
WHEREAS, these checks will be equal to the school taxes paid on the first
$45,000 of the assessed value of owner-occupied, primary residences; and
WHEREAS, when the program is fully implemented after a five year phase-in,
the Borough of Carteret homeowner will receive $771.00 per year, which is
equivalent to about one-third of the average local school tax bill in the Borough
of Carteret, New Jersey; and
WHEREAS, the Homestead Rebate for renters will more than triple from $30.
to $100. per year; and
WHEREAS, the Homestead Property Tax Rebate (HTPR) Program would be
grandfathered and folded into this larger property tax relief program; and
WHEREAS, taxpayers would be reviewed for eligibility under both the
Homestead Rebate Program and the Governor's new property tax relief program
and would received the higher check for which they are found eligible; and
WHEREAS, we support the intent of making New Jersey an even better place
to live, work, and raise a family;
NOW, THEREFORE, BE IT RESOLVED, that we call on the New Jersey
Legislature to support the Governor's Direct Property Tax Relief Plan through
annual checks mailed directly to homeowners, resulting in an average reduction
of school property taxes of more than 33 percent;
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to
Governor Christine Todd Whitman and all members of the New Jersey State
Legislature of the 19th Legislative District Delegation.
