MEETING: Planning Commission Special Meeting
PLACE: Town Hall Board Room
PRESENT
Commission: Commissioners: Chair -Steve Sumrall, Vesta Shapiro, Philip Naill, Scott Brent,
Fran Cook, Katie Soles and Peggy Smith
Staff: Town Planner Catherine Trotter, Town Clerk Lu Berger
Chairperson Sumrall called the meeting to order at 6:05 p.m.
1. Roll Call
2. Approval of August 12, 2009 meeting minutes.
Comm. Smith moved, and Comm. Soles seconded the motion to approve the minutes as
amended. Motion carried: 7 0.
3. Open Forum
4. Discussion and Possible Action Regarding
a. Possible Amendments to Fraser Zoning Code on Medical Marijuana
Dispensaries and Entertainment Establishments
TP Trotter briefed the Commission on the subject of the medical marijuana dispensaries.
Police Chief Trainor outlined Ordinances other communities have adopted. He briefed the
Commission on how the law reads and is being interpreted.
The Commission directed staff to draft an ordinance regarding marijuana dispensaries and a map
outlining proposed distance restrictions and bring it back to the Commission at their next meeting.

bring it back to the Commission at their next meeting.
5. Comprehensive Plan Workshop
6. Staff Choice TP Trotter discussed the upcoming planning training series in Grand Lake. The
November and December PC meeting were discussed. We will plan on having a special PC
meeting on November 11 2009.
7. Commissioners' Choice
Peggy Smith: Suggested that the PC revise the Town of Fraser sign code. Asked staff to look
into the GP logging operation near Leland Creek and erosion control measures.
Comm. Shapiro moved, and Comm. Brent seconded the motion to adjourn. Motion carried: 7-
0. Meeting adjourned at 8:45 p.m.
