JOB TITLE: Human Resources Administrator Manager GA04
DEPARTMENT: General Administration, City of Tybee Island
JOB SUMMARY: This position is responsible for managing the administration and implementation of the city personnel policies activities of the Human Resources Department. Essential
job functions: plans, develops, maintains, organizes, implements, coordinates, manages, and evaluates the city’s human resource functions.
MAJOR DUTIES:
Maintain accurate written procedures for all job responsibilities
Maintains employee files, including: annual sick leave records, personnel files, and drug test results
Implements and administers city personnel policies; ensures compliance with State and
Federal laws and regulations
Researches and recommends policy changes to City Manager and Finance Director.
Provides information and resources to employees concerning problems with health benefits, personnel issues, including drug awareness, supervisory skills, and sexual harassment
Processes grievances and assists department directors with disciplinary hearings
Assists department director by preparing and placing advertising, maintaining list of current openings, recruiting and screening applicants, securing references, scheduling extensive
background checks, conducting interviews
Sets up random and pre-employment physical examinations and drug tests for employees at the direction of the city manager.
Administers benefits program, including workers’ compensation, group hospitalization, life insurance, and voluntary benefit programs
Coordinates the orientation process for new employees
Coordinates employee recognition programs, serves on the Employee of the Quarter Committee.
Ensures that all personnel policies are published and maintained
Remains aware of developments and trends in the field of human resources by attending workshops, meetings, conferences, and reading professional literature.
Ensures compliance with the Fair Labor Standards Act

Takes minutes and provides staff assistance to the Ethics Committee.
Ensures compliance with the Fair Labor Standards Act
Prepares salary figures for the annual budget.
Prepares annual leave accrual balances in compliance with the annual audit.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of public administration principles and practices
Knowledge of city personnel and budgeting policies and procedures
Knowledge of city codes, ordinances, and regulations
Skill in the use of office equipment such as computer, typewriter, facsimile machine, and copier
Skill in policy development and implementation
Skill in oral and written communication
Knowledge of the laws that govern public employees
SUPERVISORY CONTROLS: Management assigns work in terms of department goals and objectives. The supervisor reviews work through conference, reports, and observation of department activities.
GUIDELINES: Guidelines include city and department policies and procedures, city codes and ordinances, and applicable state and federal law. These guidelines require judgment, selection,
and interpretation in application.
COMPEXITY: The work consists of varied administrative and technical duties. The sensitive nature of personal matters contribute to the complexity of the position
SCOPE AND EFFECT: The purpose of this position is to serve as the human resource manager. Successful performance helps ensure the development and implementation of effective policies.
PERSONAL CONTACTS: Contacts are typically with city employees, department heads, co-workers, city, county, and state officials, attorneys, vendors, service providers, and the general
public.
PURPOSE OF CONTACTS: Contacts are typically to give and exchange information and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee must occasionally life light and heavy objects.

MINIMUM QUAILIFICATIONS:
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with the completion
of a high school education.
Sufficient experience to understand the duties of the position.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
Professional certification in human resources or the ability to obtain a professional certificate in human resources within two (2) years.
