The Common Council of the City of Richmond,Indiana met in a Regular Meeting,January 19, 2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Christine Stinson, Wayne County Health Department; Beth Fields,Infrastructure and Development; Greg Stiens,Public Works; Matt Evans, GIS Coordinator; Fire Chief Jerry Purcell; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held January 4, 2021, supported by Councilor Engle. Upon a vote viva voce,the motion carried. COMMUNICATION.FROM THE MAYOR • • Review of Community Calendar • Reid Hospital—variance re environmental restrictions covenants—remediated and maintaining • Ms. Stinson — Wayne County Health Department updated the status of the coronavirus vaccinations and testing MISCELLANEOUS: ORDINANCES ON FIRST READING: Councilor Locke moved to read Ordinance Nos. 1, 2, 3 & 4-2021 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. lY Common Council Minutes January 19,2021 Page 2 of 4 ORDINANCE NO. 1-2021 — A SPECIAL ORDINANCE-EXTENDING UNUSED LEAVE TIME PERMITTED BY THE FEDERAL EMERGENCY PAID SICK LEAVE ACT The Clerk reading Ordinance No. 1-2021 on first reading by title only. Councilor Locke moved to suspend the rules and advance Ordinance No. 1-2020 to second reading and Public Hearing, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 1-2020 on second reading by title only. The Finance Committee recommended approval. President Parker declared Ordinance No. 1-2020 on public hearing. There being no comments for or against, Councilor Locke called for the question, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. Ordinance No. 1-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO. 2-2021 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS FOR RICHMOND FIRE DEPARTMENT PROGRAMS The Clerk reading Ordinance No. 2-2021 on first reading by title only. Councilor Doug moved to suspend the rules and advance Ordinance No. 2-2020 to second reading and Public Hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 2-2020 on second reading by title only. The Finance Committee recommended approval. President Parker declared Ordinance No. 2-2020 on public hearing. Councilor Locke moved to suspend the rules and advance Ordinance No. 3-2020 to second reading and Public Hearing, supported by Councilor Parker. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 3-2020 on second reading by title only. The Finance Committee recommended approval. President Parker declared Ordinance No. 3-2020 on public hearing. There being no comments for or against, Councilor Goss called for the question, supported by Councilor Cruse-Nicholson. Upon a vote viva voce,the motion carried. ORDINANCE NO. 4-2021 — AN APPROPRIATION ORDINANCE AUTHORIZNG THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION (I &D) The Clerk reading Ordinance No. 4-2021 on first reading by title only. Councilor Locke moved to suspend the rules and advance Ordinance No.4-2020 to second reading and Public Hearing, supported by Councilor Parker. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 4-2020 on second reading by title only. The Finance Committee recommended approval. President Parker declared Ordinance No. 4-2020 on public hearing_ There being no comments for or against, Councilor Goss called for the question, supported by Councilor Bumbalough.
