The Clerk stated on January 6, 2014, the 2014 Annual Notice was mailed to The SDUEIM OF
Home News Tribune, The Star Ledger and posted on the Bulletin Board. Notice H= NMCE
was published in The Home News Tribune on January 8 2014 and The Star Ledger
on January 9, 2014.

Mayor Reiman explained what had happened here is there is a development on hlryor Reirren
the Middlesex Avenue piece, which at one time was a municipal owned lot and
was originally in the designated Urban Enterprise Zone in 1994/1995 and at
some point in time it fell off the map because of a land diversion or lot or block
designation change, so we are working with the Department of Community
Affairs which oversee UEZ and the property owner or developer who is building
the industrial warehouse to try to make sure it is still in the UEZ Zone. He
explained if the state does not recognize it this will help move that property into
the Urban Enterprise Zone designation:

Mayor Reiman said this ordinance approves the application for financial %yor Beinm
agreement with the Meridian Cosmopolitan Urban Renewal, Carteret, LLC which
is Block 6502, Lots 1 -15 on Washington Avenue.

vote of the full Council present, the Mayor declared the Public Hearing to be

Mayor Reiman said this redevelopment or agreement allows for the %yor Reiman
redevelopment of that particular block. He said currently they pay about
$55,000.00 a year in taxes and the new development will start out paying
$755,000.00 a year in taxes and over twenty eight million over the next thirty
(30) years.

John Fiorilla then spoke. He said he was reporting for Conrail in reference to Jdui Fiorilla
Resolution 414 -258, "Designating Certain Property as an Area in Need of
Redevelopment — The Peter J. Sica Redevelopment Area ". He explained that
certain areas of that are active rail road tracks and cannot be taken by the
municipality the county or anyone else. He mentioned an active track regulated
by Federal Law or could ask that the rail road be taken out of the area or leave it
operate.
Mayor Reiman said he appreciated the input and explained that this is an area Nayor Reimn
assessment and not the plan. He said they would look forward for input at the
point in time when we have a plan in front of us from the Planning Board and we

would certainly entertain and like to see additional growth of businesses that %Yor Cent:
need the rail. He said he is in active discussions with Kinder Morgan about the
use of the ICL Property or FMC as he stated and he is award of several other
redevelopment projects that we have ongoing with them on their property. He
said that encompasses quite a few properties in and around that area.

vote of the full Council present, all Reports were ordered to be received and
placed on file.
Mayor Reiman reminded all present that the Re- Organization Meeting will be tbyor Reim
held Sunday, January 4, 2014, 11:30 A.M. at the Thomas J. Deverin Community
Center.
COMMITTEES- QSTJPPILTS
BUILDINGS & GROUNDS: Committee Chairperson Naples reported we are totally
winterized and ready for what Mother Nature may throw at us. She said this
week she toured the old Library, which is now the Historical Center and it is a
nice place to visit and encouraged all to do the same. She said she also toured
the old Ritz Theatre with a group from the school and it is very impressive and
said she is looking forward to that theatre district.
Mayor Reiman told Councilmember Naples he has the floor plan for the
performing arts center and it is for about 1440 seats. He also said tomorrow
there will be some children at the old Library /Historical Center for a reading
about 6:00 P.M.

Councilmember Bellino said Santa will come at about 6:00 P.M. and the reading (DMq = Ccnt:

FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported there was a

and are being reviewed and he wanted to remind everyone that the Finance
Department has finalized its move from the Annex and suggested something be
put on the television channel to alert the residents. He said he wouid have a
fully detailed report for them at the Re- Organization Meeting.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairperson Krum reported
Progress and said he would have a fully detailed report at the Re- Organization
Meeting.
PARKS, RECREATION AND PUBLIC PROPERTY: Committee Chairperson Bellino
again mentioned tomorrow at 6:00 P.M. at the Cultural Center Santa and the
Mayor will be there and they will be reading books to the kids. He said in
January he will have his year ending report. Progress.
POLICE: Committee Chairperson Sitarz reported they are taking down the old
antennas on the tower at the Police Station and replacing them with new ones.
He wished everyone a Happy Holiday.
PUBLIC WORKS: Committee Chairperson DiMascio reported Progress in this
department and said he would have a full report in January.
BOARD OF EDUCATION: Committee Chairperson Naples reported Progress and
said schools are closing December 23 half day and will re -open January 5
MAYOR -
Mayor Reiman said in reference to the Board of Education it was his
understanding that a real liaison committee is going to be appointed to interact
with the Borough and commented it was wonderful .
