HILLSBOROUGH TOWN BOARD
May 29, 2001
7:00 PM, Town Barn
The Hillsborough Town Board held a Budget Work Session on May 21, 2001 at 7:00 PM in the
Hillsborough Town Barn. Present for the Budget Work Session were Mayor Horace H.
Johnson, Sf., and Commissioners Frances Dancy, Mark Sheridan, Kenneth Chavious, and Brian
Lowen. Absent from the meeting was Commissioner Evelyn Lloyd. Present were Town
Manager Eric Peterson, Finance Director Sherry Carter, Town Clerk Donna Armbrister, Planning
Director Margaret Hauth, Police Chief Nathaniel Eubanks, Town Engineer Kenny Keel,
Management Jim Klingler, and Public Works Director/Assistant Town Manager Demetric Potts.
Mayor Horace H. Johnson, Sf., calIed the meeting to order at 7:00 PM.
Mayor Horace Johnson informed the Board of the letter he had received from the Governor's
Office announcing the award of a North Carolina Clean Water High-Unit Cost Grant in the
amount of $2,000,000 to the Town of Hillsborough.
Town Manager Eric Peterson presented an overview ofthe scenario he had developed of
additional budget cuts that would alIow the Board to drop the proposed tax rate from 62 cents to
59 cents. Three separate options were discussed.

Commissioners Sheridan and Chavious expressed their concerns with a tax rate increase of 62
cents with the additional water rate increases.
Commissioner Dancy discussed her concerns with the Town's growing fund deficits and
expressed her desire to address the issue aggressively.
Commissioners Sheridan and Chavious stated that they desired not to have the Planner I position
delayed due to the workload of the department.
Commissioner Lowen requested not to have the Ruffin Roulhac Roof Repairs delayed since the
buildings will be renovated for office space.
By consensus, the Board directed the Town Manager to leave the Planner I position and the
Ruffin Roulhac Roof Repairs in the proposed budget and to provide them with options to
consider for making up the difference for not delaying the new position.
Commissioner Chavious acknowledged the efforts of the Town Clerk for developing a "Thanks
Certificate" and "Presentation Folder" that the Board can award. He also directed the Town
Clerk to prepare the first two certificates for Police Chief Nathaniel Eubanks and Sergeant
Joseph Holloway for their heroic efforts back in January to be presented to them at the June 11,
2001 Regular Board Meeting.

Upon a motion by Commissioner Lowen, seconded by Commissioner Dancy, the Board moved
to Journ the~ by a vote of 4-0. The motion was declared passed.
