THE CITY OF RICHMOND, INDIANA,
FEBRUARY 4,2021
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, February 4, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns, Deputy City Clerk;
Beth Fields, Director of Infrastructure and Development; Fire Chief Jerry Purcell; and, Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of January 28, 2021, supported by Mr. Evans. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for February 5, 2021 in the amount of Six
Hundred Seventy Eight Thousand Four Hundred Dollars and twelve cents ($678,400.12),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT -None

REQUESTS -None
BID OPENINGS
• NEW SHELTER AT GLENN MILLER PARK
There was one bid submitted from Thor Construction in the amount of$46,000.00.

CONTRACTS

• CONTRACT NO. 11-2021 —WILCO CUSTOM ELECTRONICS
They will provide technological upgrades to the Council Chambers in the City Building.
The Project is being funded by the CARES Act and is not to exceed $19,544.00.
Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 12-2021 —MW DESIGNS
They will provide professional services for the renovation and upgrades to the Council
Chambers in the City Building. This project is funded by the Redevelopment Commission
not to exceed $170,910.00.
Mr. Evans moved to approve, supported by Ms. Evans. Upon a vote viva voce,the motion
carried.
CHANGE ORDERS
• CHANGE ORDER NO. 6 TO CONTRACT NO. 129-2020 — WHISENHUNT
CONSTRUCTION
This is for wiring of the new ADA door openers on the Hutton Community Room and
Council Chambers.
Not to exceed$1,406.00
Ms. Evans moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.
ADDENDUMS
• ADDENDUM NO. 2 TO CONTRACT NO. 202-2018—BADER MECHANICAL •
They provide maintenance to the HVAC system at the City Building. This addendum is to
renew the contract for 2021 under the same conditions as the original contract.
Mr. Evans moved to approve, supported by Ms. Evans. Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 1 TO CONTRACT NO. 122-2020 —BENJAMIN SIMMONS
The Fire Department wishes to retain Benjamin Simmons to provide specialized instruction
services and assistance to the Fire Department in connection to class room training and
instruction to civilians for Emergency Medical Technician (EMT), Cardiopulmonary
Resuscitation (CPR), Pediatric Advance Life Support (PALS) and Advance Cardiac Life
Support(ACLS)training.

Ms. Palmer moved to approve supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 1 TO CONTRACT NO. 4-2021 —DYLAN SHIRKEY
He is to provide training of replacement personal, project implementation and
coordination services with the City IT Department.
Not to exceed$2,000.00
Mr. Evans moved to approve supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
