Chairperson Sumrall called the meeting to order at 6:10 p.m.

2. Approval of July 29, 2009 meeting minutes.
Comm. Cook moved, and Comm. Soles seconded the motion to approve the minutes
as amended. Motion carried: 7 0.

4. Discussion and Possible Action Regarding
a. First Amendment to Grand Park Master Sign Plan
Public hearing on the First Amendment to Grand Park Master Sign Plan is scheduled at
the next Town Board meeting.
Clark Lipscomb addressed questions from the Planning Commission.
Carrie McCool outlined the conditions for the Commissioners.
Comm. Smith moved, and Comm. Soles seconded the motion to approve the First
Amendment to Grand Park Master Sign Plan with the following conditions as amended
during the meeting. Motion carried: 7- 0.
1. The Sign Program and Authority and Purpose section be revised as follows:
"This Specialty Commercial Master Sign Program is an amendment to Section B.3
Specialty Commercial Signage for Planning Areas 1Wa; 1Wb and 2W of Grand Park
Master Sign Plan recorded, September 29, 2006 at Reception No. 2006 010226."
2. Revise the MSP to permit construction screening under temporary signage (B.3.f) with
standards set forth under this section.
3. Delete the commercial component of flags or set forth language to consider them as part
of the overall signage (not exempt as currently proposed).
4. Revise MSP text to make it clear that mural signs are considered signage to be
deducted from the wall signage allowance.
5. Include Town Code regulations for murals in the proposed MSP. Include the same
review process for mural signs.
6. Delete mural signs from exempt signage.
7. Submit a graphic that depicts how mural signs fit into the overall sign program.
8. Revise the definition of rooftop sign as follows: "Rooftop Sign means any sign erected,
constructed and maintained wholly upon, above or over the roof of any building."
9. Add a definition of a shallow pitched roof 4 -12 or less as follows: "Roof, Hipped is a type
of roof formed by sloping roof planes on all four sides. with no gables."
10. Include the graphics from the General Store sign permit application to illustrate rooftop
signs on hipped roofs within the MSP.
11. Delete rooftop signs from the permitted section and add them under prohibited signs as
defined herein except those on hipped roofs.
12. The standards for rooftop signs allowed on hip roofs will be evaluated once the applicant
provides information of what all signage collectively would look like through a section of
the future development.
13. Revise the definition of "Informational /Directional Signs" to read as follows:
"A sign that serves as a common or collective identification of three (3) or more
businesses on the same property intended to provide assistance in locating a specific
business, public area or venue."

14. Delete freestanding signs from the Grand Park MSP.
15. If freestanding signs remain to be proposed, the applicant shall submit a graphic that
demonstrates that no freestanding signs will extend over or into a public ROW.
16. Revise the MSP to include standards for all residential signage as permitted signage.
17. Revise the definition of "Building name identification" to be integrated into the
architecture.
18. Revise the definition of plaque to include "building name identification."
19. Submit a MSP that establishes a unified theme for all signs, including (within a complete
set of design standards) architecture, materials, colors, letter and logo sizes, letter
styles, mapping and other graphics.
20. Submit an exhibit or graphic that depicts what all signage collectively (locations, sign
size, types, total numbers and square footages) would look like through a section of the
future development.
21. Revise section B3c to state that primary signage shall be proportional to the store front
and based on the lineal footage of the store front at a ratio of 3:1. With a minimum of
two signs.
22. Provide graphic representation of signage types within the definition section of the MSP.
23. Delineate that the maximum size of banners that extend over a public ROW to 120 sq. ft.
double sided (60 sq. ft per side).
24. Delete any reference to fuel canopy, window or digital signage within the standards for
gasoline pump signs.
25. Provide clarification between merchandise signs, window and door applications.
Merchandise signs, window and door applications, and electronic message signs shall
be collectively limited to 25% of the window /door area.
26. Revise standards to limit awnings and awning signage to first and second story building
frontages.
b. Grand Park, The Willows Sketch Plan
Clark Lipscomb addressed the Commission on a proposed plan for the Willow's. They
are proposing a new project of duplex products in two phases allowing for a lower price
point in the subdivision. The approval process at the next meeting will include
preliminary final acceptance at one public hearing.
5. Comprehensive Plan Workshop
Postponed until the next meeting.
