REGULAR MEETING OF THE PERSONNEL BOARD
NOVEMBER 15, 2012
The regular meeting of the Personnel Board of the City of Lynwood was held on
Thursday, November 15, 2012 at 5:00 p.m. in the Council Chambers of City Hall,
11330 Bullis Road, Lynwood, California. The agenda was duly posted as
prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:06 p.m. by Chairperson Esparza. Roll call
was taken by A. J. Lopez III, Human Resources Director.
Commissioner Attendance:

PLEDGE OF ALLEGIANCE
Led by Commissioner Bradley.
APPROVAL OF MINUTES
The motion was made by Commissioner Robinson and seconded by Vice-
Chairperson Battle to approve the minutes of the regular meeting of October 18,
2012 with the following noted corrections. Under Informational Items last sentence
where it states, "All in favor. Motion carried" should state "Received and filed" and
under New Business last sentence should be corrected to indicate "the discussion
would have to be held in public session" instead of"open discussion".
A.J. Lopez indicated that he needs to clarify the items listed under
Commissioner/Staff Orals as part of the minutes which there were two items that
the Board requested updates. One of the projects was the construction on Atlantic
and the other was the Annex Project. He indicated that these items are outside of
the normal scope of the Personnel Board. Staff is still trying to determine the
appropriate form to respond to these items which may come forward in the month
of December. He stated that the Personnel Board's role is to review any items
related to employment such as classifications, eligibility list, hiring etc.
Commissioner Robinson asked for clarification. He stated that if the Board has a
concern about the City are they entitled to any information? Ms. Diederichs
responded that as it pertains to hiring process and personnel items.

Commissioner Bradley then stated that these items were brought up because there
were residents approaching some of the Board members about the hiring process
for these projects. She never heard a resolution to the procedures of the hiring
process on these two projects.
A.J. Lopez then asked the Board if they were looking for closure on these items. If
so, he will work together with legal to provide the Board with a staff report response
in the month of December and thanked the Board for clarifying their request.
There was a brief discussion on how the Board members can keep informed with
on-going projects within the City. Ms. Diederichs stated that as members of the
community you can attend any meeting or events.
PUBLIC ORALS
City Clerk Maria Quinonez, approached the podium to speak on the item of the
reclassification for the City Clerk's Office and respectfully ask for the Board's
consideration to approve the reclassification. She then distributed a salary chart to
the Board where it indicated that it would be a salary saving to the City and would
attract and retain qualified candidates if the Board approves the reclassification
from an Office Assistant II to a Records Coordinator. In conclusion, once again,
she respectfully requested that the Board approve the reclassification and thanked
the Board for their time and consideration on this matter.
Chairperson Battle stated that she had several questions but now with this new
information, she understands what is being requested.
A.J. provided a recap to the Board about the request made from the City Clerk's
Office for a reclassification and stated that given the traditional scope of such
position, the individual typically receives, distributes and responds to Public
Records Requests. The analytical research is done by other departments not by
the individual in the City Clerk's Office. HR conducted an analysis and concluded
that the reclassification was not appropriate. In addition, a new directive from the
City Council is that all recruitments are closed promotional first, which provides an
opportunity to current employees to move up with the exception of temporary hires.
Temporary hires are not qualified to compete. He also stated that he would have to
verify the numbers that the City Clerk provided to the Board. Furthermore, the City
has a generous benefit package although the salaries might be about 10% less
than other municipalities overall the City is not in a position to recommend
compensation adjustments. He also noted the he was approached by the president
of the Lynwood Employees Association (LEA) indicating that they are going to file a
grievance against the City Clerk's Office for the employment practices going on in
that office.
A discussion took place. Following discussion, the Board decided to take no further
action and leave the position as is.

COMMISSIONER & STAFF ORALS
Vice-Chairperson Battle informed the Board that Commissioner Espinoza had a
death in the family and would like her to know that she is in our thoughts and
prayers.
A.J. informed the Board that there will be a couple of eligibility lists forthcoming in
the month of December for the Board's approval. He also informed the Board that
there will be a couple of title changes from Public Works.
ADJOURNMENT
Chairperson Esparza made the motion to adjourn and Commissioner Robinson
seconded. The meeting adjourned just before 6:00p.m. All in favor. Motion
carried.

SUBJECT: Public Works Department Position Title Changes i
Recommendation:
Staff respectfully requests that the Personnel Board review and approve the
position title changes. These are title changes only and will not affect employee
compensation.
Background:
As discussed during the FY 13 budget process, staff was to update the position
titles of a few Public Works Department positions before the end of the 2012
calendar year. The previous Council discussion was that many of these positions
are not certified engineers. Therefore, more global non-engineering position titles
are appropriate.
Staff met and conferred with both labor unions, the Management Bargaining
Group (MBG) and the Lynwood Employees' Association (LEA), that represent
these positions. The unions approved, and expressed no opposition, to these
recommended title changes. In addition, staff compared the position titles and
duties of similarly situation positions in other cities and determined them to be
appropriate as recommended.
Discussion and Analysis: ■
Listed below are the current and proposed position titles. In short, there is no
reference to the term engineering in the new titles.

Fiscal Impact:
As these are title changes only, this action will not have an additional fiscal
impact on the City. A couple of these positions have met civil engineering
requirements as required and handled by the State of California. Their
engineering certificate pay will continue, as appropriate and budgeted. Further,
those that receive the pay are not concerned with the titles, as they know they
are certified civil engineers.

TRAINING AND EXPERIENCE
Any combination of training and experience which would provide the
required knowledges and abilities is qualifying. A typical way to obtain these
knowledges would be:
Either I

Or II
Graduation from an accredited four-year college or university with major
work in Engineering or a closely related field.
