A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH PHOENIX
GROUP/WINCITE.NET TO PROVIDE PARKING AND ADMINISTRATIVE CITATION
PROCESSING SERVICES
WHEREAS, historically the City has maintained a contractual agreement for
Parking Citation Management Services; and
WHEREAS, the City Council authorized staff to issue a Request for Proposals to
ensure conformance with Section 6-3.9 of the Lynwood Municipal Code on contracts
exceeding $15,000; and
WHEREAS, staff issued a Request for Proposals for Parking and Administrative
Citation Processing on October 5, 2012; and
WHEREAS, seven vendors responded to the Request for Proposals; and
WHEREAS, Phoenix Group/WINCITE.NET throughout the evaluation process
consistently showed that they were the most qualified, and have the ability and
resources to successfully administer both programs.
NOW, THEREFORE, BE IT RESOLVED BY THE LYNWOOD CITY COUNCIL
AS FOLLOWS:
Section 1. The City Council approves the professional services agreement
with Phoenix Group/WINCITE.NET to provide parking and administrative citation
processing for a term of three years, and authorizes the City Manager to execute the
agreement in a form approved by the City Attorney.
Section 2. Funding for the contract services is included in the Parking
Enforcement Division's FY 2013 expenditure budget.
Section 3. This Resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this Resolution.
