No. 15-46 Date of Adoption 1'a� 2 6 r 2M AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH CNIE ASSOCIATES – DE -ICING MATERIAL STORAGE SHED WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the geoteclrmcal, design and permit phase services with regard to the De -Icing Material Storage Shed; and WHEREAS, the Borough's Consulting Engineers, CME Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $13,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of , County of Middlesex, State of New Jersey, as follows: 1. That the proposal from CME Associates for engineering services related to the geoteclnrical, design and permit phase services, in a total amount of $13,000.00 billable in accordance with CME's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. It is our understanding that the Borough of Carteret wishes to construct a 58' x 80' ClearSpan Fabric Structures salt shed on Middlesex Avenue on Block 103, Lot 7. According to the Maintenance Yard OperaGns section of`fhe `NJDEP's Tier "A" Municipal Stormwater deheral Permit, the following is required for fabric de -Icing material storage sheds: 1. Structure must be designed to withstand at least 110 mph winds; 2. Structure must be covered by a PVC or other similar fire rated material with a minimum twenty (20) year warranty; 3. Concrete blocks, Jersey barriers or other similar material must be placed around the Interior of the structure to protect the side walls during loading and unloading de -icing materials; 4. The design must prevent stormwater run -on and run through; S. Structure must be erected on an Impermeable slab; 6. Structure cannot be open sided; and 7. In review of the information provided to our office, below is our anticipated scope of work. This work will consist of the design of all of the site- related improvements and coordination with ClearSpan for the design of the salt storage building. The services have been divided Into tasks as detailed below: A. Goetechnical Services — this phase will include preparation of a geotechnical report to design the footings and foundation walls of the AST building. We propose the following services: 1. Coordinate the excavation of test pits with Borough DPW at the proposed building location per manufacturer's geotechnical recommendations; 2. Perform hand auger soil boring at base of test pit; 3. Documentation of soil conditions and characteristics by representative of CME Associates; 4. Collection of soil samples as needed; 5. Prepare test soil logs indicating the subsurface conditions encountered and the techniques utilized, and; 6. Prepare a test pit location plan B. Deslan Phase Services - This work will consist of preparing construction plans and specifications for the proposed building and adjacent site including the following: 1. Survey and Base Map Services a. As -built the existing site in the area of the proposed salt stage building b. Attend pre -bid conference, if required. 4. Attend bid opening and report on bids. D. Construction Phase Services (Optional) - The following services will be provided under this phase: 1. Coordinate preconstruction meeting with contractor and Borough. 2. Provide assistance with interpretation of contract documents. 3. Review shop drawings for site- related items. 4. The above - quoted fees will be in effect for a period of twelve (12) months from the date of this proposal; however, the fees on the hourly rate schedule are subject to change by January 1 of each year.
