Thank you for your interest in the DD RLF Program of the Georgia Department of Community Affairs. The Initial
Project Assessment(IPA)contains several questions regarding your proposed project. Your answers to these
questions will help us determine whether your project is eligible for DD RLF funding. In most cases,both the
applicant local government(city or county)and the proposed borrower business will need to provide information to
complete this form.Should you need any assistance in understanding these questions,please contact the

THIS PHASE FOR THE REHABILITATION OF THE TYBEE POST THEATER IS ESTIMATED
TO COST A TOTAL OF $1,450,000. A MILLION DOLLARS HAS BEEN INVESTED TO DATE
WITH ACQUISITION AND PARTIAL RESTORATION. THE REQUESTED MONIES WILL BE
USED FOR THE FOLLOWING:
- HVAC
- INSULATION
- MECHANICAL AND ELECTRICAL UPGRADES
- SEAT INSTALLATION
- PLATFORM STAGE
- OFFICE SPACE
- BOX OFFICE
- MARQUEE
- PLAZA.
THE COMPLETION OF THE TYBEE POST THEATER WILL PROVIDE A VENUE TO EXPAND
AND SHOWCASE THEATER PRODUCTIONS, WHICH WILL ENHANCE AWARENESS OF
THE ARTS AND CULTURE ON THE ISLAND. THE THEATER WILL ALSO BE A DRAW FOR
SMALL CONVENTIONS. THE PRODUCTIONS AND CONVENTION OPPORTUNITIES WILL
HAVE AN ECONOMIC IMPACT WITHIN TYBEE ISLAND'S DOWNTOWN AREA, AS WELL AS
OTHER COMMERCIAL DISTRICTS ON THE ISLAND, WHILE PROVIDING JOBS YEAR-
ROUND.
TYBEE POST THEATER HAS BEEN VACANT FOR OVER TWO DECADES. OVER THE
YEARS, THIS HISTORIC STRUCTURE HAS BEEN THREATENED TO BE DEMOLISHED,
CHANGED OWNERSHIP AND IS NOW IN THE HANDS OF A DEDICATED OWNER AND
NON-PROFIT ORGANIZATION TO SEE THAT IT IS PROPERLY RENOVATED. THIS
RENOVATION WILL OPEN THE DOORS OF THE COMMUNITY'S HISTORIC THEATER TO
PROVIDE A PUBLIC CULTURAL ARTS CENTER, MEETING SPACE AND JOBS.

RLF Program generally requires an owner's equity injection and commercial financing in order for
the project to be eligible and competitive.

Financing Structure
Describe the principal parties in your deal and how funds will flow to the project. For example:

THE EQUITY WILL BE PROVIDED BY THE PARTNERING BANK.
PERMANENT FINANCING, OTHER THAN THE DDRLF, WILL BE PROVIDED BY THE
PARTNERING BANK. THREE BIDS ARE CURRENTLY BEING SOUGHT FOR PERMANENT
LOAN TERMS.
INTERIM FINANCING IS NEEDED. THE SUB RECIPIENT, JIM KLUTTZ, WILL BE PROVIDING
INTERIM FINANCING.
UPON COMPLETION, THE FRIENDS OF TYBEE THEATER (501C 3) WILL OWN THE ASSETS.
Collateral
The DD RLF program requires most loans to be collateralized. Describe the collateral for the DD
RLF loan, and, if applicable, the proposed collateral for the other project debt. Examples of
collateral might be:
• A first or second lien on real property;
• A first lien on machinery or equipment; or
• The pledge of marketable securities.*
THE COLLATERAL FOR THE DDRLF LOAN WILL BE A LIEN ON THE TYBEE POST THEATER
PROPERTY.

SECTION B- PROJECT SPECIFIC INFORMATION
Please provide a description of the project for which you are seeking funds, making sure to be
as specific as possible and to address each of the following items. Indicate the location of the
property on the downtown map. (To the extent possible, please provide photos of the front,
back, sides and interior of the building.)
1. Provide a brief description of the project and proposed use of funds:
Completion of this phase for the Tybee Post Theater is estimated to cost a total of$1,450,000. A million dollars
has been invested to date with acquisition and partial restoration. The requested monies will be used for
HVAC,insulation,mechanical and electrical upgrades,seat installation, platform stage,office space,box office,
and marquee,and plaza.
2. Briefly describe how the project relates to your comprehensive downtown revitalization
Strategy.
The completion of the Tybee Post Theater will provide a venue to expand and showcase theater
productions,which will enhance awareness of the arts and culture on the island. The theater will also be a draw
for small conventions. The productions and convention opportunities will have an economic impact within
Tybee Island's downtown area,as well as other commercial districts,while providing jobs year-round.
3. Describe the specific downtown problems/needs that this project will address.
Tybee Post Theater has been vacant for over two decades. Over the years,this historic structure has been
threatened to be demolished,changed ownership and is now in the hands of a dedicated owner and non-profit
organization to see that it is properly renovated. This renovation will open the doors of the community's historic
theater to provide a public cultural arts center,meeting space and jobs. T
4. Describe the proposed activities to be undertaken that will meet these needs.
The renovations that have taken place and will take place with funding will provide jobs,spur economic
development for the city, provide additional awareness of the arts with public performances,and provide
meeting space to accommodate small conventions.
