RECESSED SPECIAL COMMISSION MEETING
Tuesday,July 11, 2017
6:00 P.M.
Sherbondy Village Auditorium
215 Perviz Avenue
Opa-locka, FL 33054
1. CALL TO ORDER:
Mayor Myra L. Taylor called the meeting to order at 6:00 p.m. on Tuesday, July 11, 2017 in the
Auditorium at Sherbondy Village, 215 President Barack Obama (Perviz) Avenue, Opa-locka,
Florida.
2. ROLL CALL:
The following members of the City Commission were present: Mayor Myra L. Taylor, Vice
Mayor Joseph L. Kelley, Commissioner Timothy Holmes, Commissioner John B. Riley and
Commissioner Matthew A. Pigatt. Also in attendance were: Interim City Manager Ed Brown,
City Attorney Vincent T. Brown, and City Clerk Joanna Flores.
3. INVOCATION:
The invocation was delivered by Mayor Myra L. Taylor.
4. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited in unison.
Commissioner Riley said that he has a presentation he wants to give and asked if the clerk can
play the audio and provide excerpts in the minutes from June 30, 2017 and July 6, 2017.
Commissioner Pigatt asked if a presentation was placed on the agenda.
Mayor Taylor said there is no presentation, but she is showing courtesy to the commissioner as
she would to him as well.
Commissioner Riley asked the clerk the excerpts where he clearly stated for the record that if
item b passed, then there would be no need for item c; item b did not pass. He made a motion to
entertain item c.
Commissioner Pigatt said that item c was considered at the meeting.
Commissioner Riley said that it was not considered because it was never read into the record.
Mayor Taylor said that a discussion is taking place even though a second was never made.

City Attorney said that he has reviewed the tapes in question three (3) times over the weekend.
He stands by his legal opinion of item 7(c) being found moot on June 30th and removed from the
agenda and therefore it should not be considered.
Commissioner Riley asked the clerk if she is aware that anyone declared item 7(c) moot.
City Clerk Flores said that all of the minutes from that meeting have not been transcribed and the
information cannot be provided at this time.
Commissioner Riley said that the statement was never made from anyone on the commission that
would declare the item moot and he is asking that the clerk be given time to review the
information. The only items removed were items from Commissioner Pigatt. He made a motion
to move item 7(c) for consideration.
Vice Mayor Kelley said that he has not been given the opportunity to speak.
Commissioner Riley withdrew his motion.
Vice Mayor Kelley asked if verbatim minutes can be transcribed so that everyone has clarity. He
asked if the City can potentially be sued and is it defensible.
City Attorney Brown said that the City can be sued, but it is defensible.
Commissioner Riley made a motion to move item 7(c) for consideration.
The motion died for lack of a second.
A motion was made to recess the meeting so that the verbatim minutes for both meetings can be
transcribed so that the commission is sure they are abiding by the laws.
It was moved by Commissioner Pigatt, seconded by Commissioner Holmes for discussion.
It was decided by the commission to have verbatim minutes for both meetings transcribed for
clarity and Commissioner Riley volunteered to pay for it because he is going to sue the City as
his rights as an elected official is being denied.
City Attorney Brown said that according to Robert's Rules of Order, the meeting has to be
adjourned.

8. ADJOURNMENT:
There being no further business to come before the Commission, it was moved by Commissioner
Riley, seconded by Commissioner Pigatt to adjourn the meeting at 6:49 p.m.
