HomeMy Public PortalAbout02-01-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, FEBRUARY 1,2021 The Common Council of the City of Richmond,Indiana met in a Regular Meeting February 1, 2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held January 19, 2021, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. COMMUNICATION FROM THE MAYOR • Today marks the beginning of Black History Month • Thank you to the Street Department for their prompt response to the recent inclement weather • Morrison Reeves Library is offering Tax Preparation—not in person—please call for assistance—966-8291 • COVID vaccinations are now available to those 65 years old and up ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance No. 5-2021 on first reading by title only, supported by Councilor Bumbalough. ORDINANCE NO. 5-2021 — ORDINANCE ADOPTING A NEW SCHEDULE OF RATES AND CHARGES FOR SERVICES RENDERED BY RICHMOND POWER AND LIGHT The Clerk read Ordinance No. 5-2021 on first reading by title only. Councilor Oler moved to advance Ordinance No. 5-2021 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Ordinance No. 5-2021 will be heard on second reading and public hearing February 16, 2021. MISCELLANEOUS Re AMENDED INTERLOCAL AGEREEMENT FOR THE SHARING OF COSTS ATTENDANT TO THE ENVIRONMENTAL REMEDIATION OF SITE AND REMOVAL OF UNSAFE STRUCTURE THEREON(former Reid Hospital Site) Mr. Sickmann reported Wayne County has forwarded a copy of the most recent draft of the Amended Inter-local Agreement. It is anticipated to be on the February 16, 2021 Agenda for review.
