PROCEEDINGS OF THE BOARD OF DIRECTORS
FOR RICHMOND POWER & LIGHT
JUNE 17, 2019
The Board of Directors for Richmond Power & Light Plant met in regular session at 7:00 p.m., June 17,
2019, in the Council Chambers of the Municipal Building in said City. Chairperson Hollis presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse Nicholson, Bruce Wissel, J. Clayton Miller, Jeffrey
Locke, Gary Turner, Misty Hollis, Jamie Lopeman and Ron Oler.
Also present were: Randy Baker, General Manager; Tony Foster, Assistant General Manager; Andrew
Sickmann, City Attorney; Karen Chasteen, City Clerk; Jeff Cappa; Jane and Jim Bumbalough; Samantha
Bryant; Suzanna Marty; Media; and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Board Member Locke moved to approve the minutes of the Regular Meeting held June 3, 2019, supported
by Board Member Turner. Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Oler moved to approve claims for
payment in the amount of Five Million Three Hundred Forty Three Thousand Two Hundred and Four Dollars
and forty eight cents (($5,343,204.48), supported by Board Member Cruse-Nicholson. Upon a vote viva
voce, the motion carried.
OLD BUSINESS:
• Board Member Wissel moved to award the bid for a new pickup truck (Engineering) to Wetzel
Ford, the lowest responsible and responsive bidder, in the amount of Twenty Six Thousand Four
Hundred Fifty Five Dollars and zero cents ($26,455.00) (no trade in), supported by Board
Member Lopeman. Upon a vote viva voce, the motion carried.
• Board Member Cruse-Nicholson moved to award the bid for a new pickup truck to Wetzel Ford,
the lowest responsible and responsive bidder, in the amount of Twenty Five Thousand Nine
Hundred Fifty five Dollars and zero cents ($25,955.00) (with trade in), supported by Board
Member Miller. Upon a vote viva voce, the motion carried.
NEW BUSINESS:
None
REPORT BY GENERAL MANAGER:
• There was no power outage during the severe storm (tornado) on June 15.
• Board Members Oler and Turner, and Messrs. Baker and Foster attended the American Public
Power Agency Conference in Austin, Texas. There was a great deal of information relative to
renewable energy sources.
