HomeMy Public PortalAbout06-04-2018 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER& LIGHT JUNE 4, 2018 The Board of Directors for Richmond Power & Light Plant met in regular session at 7:00 p.m, June 4, 2018, in the Council Chambers of the Municipal Building in said City. Chairperson Wissel presided. ROLL CALL: Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Jeffrey Locke, Gary Turner, Misty Hollis, Jamie Lopeman and Ron Oler. Also present were: Randy Baker, General Manager; Kim Vessels, Assistant City Attorney; Karen Chasteen, City Clerk; Jack Cruse, Director of Infrastructure and Development; Media; and, Sergeant-at- Arms. APPROVAL OF MINUTES: Board Member Locke moved to approve the minutes of the Regular Meeting held May 21, 2018, supported by Board Member Hollis. Upon a vote viva voce, the motion carried. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board Member Miller moved to approve claims for payment in the amount of Five Hundred Fifty Three Thousand Six Hundred Fifty Eight Dollars and fifty cents ($553,658.50), supported by Board Member Locke. Upon a vote viva voce, the motion carried. STREET LIGHT COMMITTEE: In light of the fact, the State of Indiana has guidelines for a "Street Light Committee", Board Member Turner updated the Board on the Street Light Committee and whether it is a necessary group. There will be additional discussion. (Report is attached.) OLD BUSINESS: • The budget for the Gaar Jackson substation will need to be amended to cover the costs of this project. The original budget for this project was$2.2 million. It is estimated that approximately$3 million is needed. The award of the bid for the contract labor was held until the Finance Committee meets and the process is complete. RP&L—Board of Directors Minutes March 5,2018 Page 3 Richmond Street Light Process Consistent with IC 36-9-9 The following process shall be used for street lights that have not been required by the UDO or the Subdivision Ordinance which preceded adoption of the UDO. A petition must be filed with the Office of the City Engineer requesting that there be constructed,erected, installed,maintained,and operated: (1)an electric system of street lights and posts,designating the number of lumens per post and the number of posts along the street curb; (2)a system of ornamental street lights and posts with underground wiring; or (3)additional lights where a system has already been installed; The petition shall be filed by the owner or owners of at least sixty percent(60%)of the real property in the city block or blocks described in the petition.The City Engineer,following consultation with the Mayor, Controller and RP&L shall present the petition to the Board of Works. In the case where the City has determined a street light or lights are needed,the City Engineer,following consultation with the Mayor,Controller and RP&L shall file a request with the Board of Works. Upon receiving a petition of property owners,or a request by the City Engineer,the Board of Works shall then adopt a declaratory resolution for making the improvement described in the petition or the request and shall then: (1)secure plans,and specifications for the lighting system and an estimate of the annual cost of the street lighting from the RP&L. The plans,specifications and estimated cost shall be kept open for inspection by the public in the Office of the City Clerk; and (2)publish in accordance with IC 5-3-1 a notice stating that on a day named after the last publication a public hearing shall be held,that interested persons may file remonstrances against the lighting system at the hearing,and that,at the hearing,the works board may sustain or overrule the remonstrance or may modify its original resolution,plans,or proceedings. When the works board has confirmed the declaratory resolution it shall enter into a contract with the RP&L to install,operate and maintain the lighting described in the plans and specifications. The annual cost of operating the lighting shall be fixed by the contract All street lights shall be installed under the supervision of the municipal civil engineer, or some other competent person. Upon completion of the installation,the supervising person shall file a verified report that the work has been completed and complies with the drawings.
