FOR RICHMOND POWER & LIGHT
SEPTMBER 17, 2018
The Board of Directors for Richmond Power& Light Plant met in regular session at 7:00 p.m., September
17, 2018, in the Council Chambers of the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Jeffrey
Locke, Gary Turner, Misty Hollis, Jamie Lopeman and Ron Oler.
Also present were: Randy Baker, General Manager; Andrew J. Sickmann, City Attorney; Monica Burns,
Deputy City Clerk; Tony Foster; Fire Chief Jerry Purcell; Deandra Navratil, City Planner; Tammy Tidrow,
Community Development Specialist; Denise Retz, Park Superintendent. Other people that were in
attendance; Ray and Sharon Ontko; Tom Boyles; Joe Phenis; Chuck& Beth Foster; Lynn Johnstone;Amy
and Mike Dudas; Dakota Collins; Mike and Terri Widau; Chris Hardie; Bill Engle; Media; and, Sergeant-at-
Arms.
APPROVAL OF MINUTES:
Board Member Locke moved to approve the minutes of the Regular Meeting held September 4, 2018,
supported by Board Member Goss. Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Miller moved to approve claims for
payment in the amount of One Million Seven Hundred Five Thousand Four Hundred Fifty Seven Dollars
and seven cents ($6,705,457.07), supported by Board Member Oler. Upon a vote viva voce, the motion
carried.

REPORT BY GENERAL MANAGER:
• RP&L General Report
The street lights for Sandbridge are ready to be put up but have to be run through the Board of
Public Works for approval before they can be installed. They are the ones who should decide who
gets the street lights and who doesn't. Devon Drive would have to get a petition with 60% of the
properties owners' signatures that would be affected by the street lights. Then a Resolution would
have to be passed by the Board of Works allowing RP&L to design and install the street lights. A
contract would have to be entered into with the Board of Public Works and RP&L accepting the
street lights and agreeing to pay the annual fee for the lights. It is up to the Engineering to implement
the process.
The General Manager told the Board that the ordinance that was passed is moving forward.
