FOR RICHMOND POWER & LIGHT
JANUARY 17, 2017
The Board of Directors for Richmond Power& Light Plant met in regular session at 7:00 p.m, January 17,
2017, in the Council Chambers of the Municipal Building in said City. Chairperson Oler presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Jeffrey
Locke, Gary Turner, Misty Hollis, Jamie Lopeman and Ron Oler.
Also present were: Randy Baker, General Manager; Andrew J. Sickmann, City Attorney; Karen Chasteen,
City Clerk; Mike Elstro, Line Supervisor; Sedrick"Rick" Springman, Sr.; Media; and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Board Member Lopeman moved to approve the minutes of the Regular Meeting held December 19, 2016,
supported by Board Member Wissel .Upon a vote viva voce, the motion carried.
Board Member Hollis moved to strike the sentence Chairperson Oler presided over the remainder of the
meeting, supported by Board Member Miller. Upon a vote viva voce, the motion carried.
Board Member Wissel moved to approve the minutes of the Regular Meeting held January 3, 2017 as
amended, supported by Board Member Miller. Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Lopeman moved to approve claims for
payment in the amount of Seven Million Nine Hundred Eighty Three Thousand One Hundred Ninety Eight
Dollars and eighty seven cents ($7,983,198.87), supported by Board Member . Upon a vote viva voce,
the motion carried.
STREET LIGHT COMMITTEE:
• Board Member Cruse-Nicholson reported lights behind the Mary Hill Building at Wernle Home.
• The lights for Oak Park are being constructed.
OLD BUSINESS:
• ANNUAL LINE AND RIGHT OF WAY CLEARANCE CONTRACT:
Board Member Miller moved to accept and file the Proof of Publication as presented, supported
by Board Member Wissel. Upon a vote viva voce, the motion carried.
The bids were received from the following companies:
Pro Lawn, Richmond, IN
Red Dog Enterprises, Richmond, IN
Williams Tree Service, Martinsville, IN
Vegetation Tech, LLC, Troy OH
Tree Corp, LLC, Hobert, MI
Midwest Spray Team, Linden, IN
Rinehart Tree Service, Richmond, IN

Board Member Miller moved to refer bids to the General Manager for due diligence, supported by
board Member Goss. Upon a vote viva voce, the motion carried.
NEW BUSINESS:
• Board Member Wissel moved to authorize the General Manager to receive bids for Service
building (section 4 and 5) roof replacement, supported by Board Member Hollis. Upon a vote viva
voce, the motion carried.

MISCELLANEOUS BUSINESS:
None
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
