RESOLUTION NO. 2023-07-05
A RESOLUTION AUTHORIZING THE STAFF TO APPLY FOR APPLICATION FOR THE
STRONG COMMUNITIES, MAIN STREET LIVE, INFRASTRUCTURE GRANTS AND BOARD
PRIORITY PROJECTS
WHEREAS, The Operation Turnkey Grant from DOLA and DOH in 2022 secured the
land purchase of Victoria Village.
WHEREAS, The Board of Trustees authorized the Transformational Affordable Housing,
Homeownership, and Workforce Housing Grant Program application for ten million
($10,000,000) and two and a half million ($2,500,000) in matching funds. The town was denied
the grant.
WHEREAS, the Colorado Division of Housing has a Strong Communities and Main
Street Live and other possible Grant Programs for Affordable Housing and infrastructure.
WHEREAS, the grant strategy will play a critical role in bringing desperately needed
affordable housing and infrastructure to the Fraser Valley.
WHEREAS, infrastructure extension, site design will require grant support allocated
Town Funds and fee adjustments to leverage additional federal, state, and private financing for
the Victoria Village, Clayton Court and other Board Priorities such as but not limited to a new
Public Works Facility.
WHEREAS, staff recommends authorizing the Mayor to sign the Letter of Commitment
for the Grant applications as an initial authorization to apply with signature authority.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
FRASER, COLORADO THAT:
1. The Board of Trustees authorizes the staff to submit Applications for the Strong
Communities, Main Street Live and other additional grant opportunities related to
affordable housing and infrastructure.
2. The Board of Trustees authorizes allocation of up to a maximum of two million dollars
($2,000,000) in matching funds across multiple grant applications.
3. The Board of Trustees Authorizes the Mayor to sign the Letter of Commitment for the
Grant applications as an initial authorization to apply with signature authority.
