HomeMy Public PortalAbout07-23-2001 Workshop Session . . . .174 MINUTES Board of Commissioners Monthly Workshop Monday, July 23, 2001 -7:30 p.m. Town Barn The Hillsborough ToWn Board held a Monthly Workshop on July 23, 2001 at 7:30 PM in the Hillsborough Town Barn. Present for the Workshop were Mayor Horace H. Johnson, Sr., Commissioners Kenneth Chavious~ Frances Dancy, Evelyn Lloyd, Brian Lowen, and Mark Sheridan. Staff present were Town Manager Eric Peterson~ Planning Director Margaret Hauth, Town Clerk Donna F. Arrnbrister~ Police Chief Nathaniel Eubanks, Public Works Director/Assistant Town Manager Demetric Potts~ Police Corporal Buddy Parker, and Police Sergeant Joe Holloway. 1. Open the Workshop Mayor Johnson opened the Workshop at 7:32 PM. 2. Agenda Changes & Agenda Approval By consensus~ the Board approved the printed agenda without any changes. 3. Updates from Mayor & Board members on Key Committees/Issues Commissioner Sheridan reported he had received a phone call from the owner of the Flynt Fabrics Building requesting assistance in obtaining a site plan review by the Board of Adjustment. They need this quickly so they can take it to the County. Planning Director Margaret Hauth offered to investigate the situation with the County Staff and report back to Commissioner Sheridan tomorrow. 4. Update on Construction of the Fairview Community Policing Station Town Manager Eric Peterson reported he had met with the County Staff last week and the lnterlocal Agreement has been approved. He informed the Board he would soon be bringing a construction contract before the Board for their consideration. 5. Presentation of West Hillsborough 2030 Vision Model Town Manager Peterson introduced James Carnahan, Kathy Buck, and Davis Bleicher who presented their 2030 Vision Model to the Board and fielded questions. 6. Presentation of Recommended Pay & Classification Plan by Linda Pryor from DMG- Maximus 1 . . . .175 Town Manager Peterson introduced DMG-Maximus Classification and Compensation Senior Consultant Linda Pryor. Linda Pryor appeared before the Board and presented an overview of the Classification and Compensation Study Process. She reviewed the Study results and answered questions from the Board. 7. Consider Approval of the Pay and Classification Plan Upon a motion by Commissioner Sheridan, seconded by Commissioner Chavious, the Board moved to approve the Pay and Classification Plan as presented and make it effective retroactively to 07-01-01 by a vote of 5-0. The motion was declared passed. Upon a motion by Commissioner Sheridan, seconded by Commissioner Chavious~ the Board moved to approve an annual pay increase for the Mayor to $7,000 and for the Board members to $6,000 also to be effective retroactively to 07-01-01. The motion was declared passed. 8. Consider Approval of Street Paving Bids Assistant Town Manager/Public Works Director Demetric Potts presented the Street Paving Bids to the Board for their consideration. Upon a motion by Commissioner Lloyd, seconded by Commissioner Dancy, the Board moved to approve the Street Paving Bid from Riley Paving as presented by a vote of 5-0. The motion was declared passed. Commissioner Sheridan requested that the Manager send a letter to NCDOT thanking them for the good job on the paving of Churton Street. 9. Consider Approval of Resolution Authorizing the Finance Director and Town Manager to Execute all Appropriate Documents for Bond Accounts with First Citizens Bank & Trust Company. Town Manager Peterson presented the Resolution to the Board for their consideration. Upon a motion by Commissioner Sheridan~ seconded by Commissioner Lowen, the Board moved to approve the Resolution Authorizing the Finance Director and Town Manager to Execute all Appropriate Documents for Bond Accounts with First Citizens Bank & Trust Company as presented by a vote of 5-0. The motion was declared passed. 10. Other Commissioner Dancy requested the date for the December Board Meeting be moved to December 3rd. By consensus~ the Board agreed. 11.
