FOR RICHMOND POWER & LIGHT
AUGUST 1, 2016
The Board of Directors for Richmond Power& Light Plant met in regular session at 7:00 p.m. August 1,
2016, in the Council Chambers of the Municipal Building in said City. Chairperson Miller presided.
ROLL CALL:
Board members present were Doug Goss, Bruce Wissel, Clayton Miller, Jeffrey Locke, Gary Turner, Misty
Hollis and Jamie Lopeman. Absent were Kelley Cruse-Nicholson and Ron Oler.
Also present were: Randy Baker, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Media; and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Board Member Wissel moved to approve the minutes of the Regular Meeting held July 18, 2016,
supported by Board Member Goss. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Locke moved to approve claims for
payment in the amount of Five Hundred Eighty Six Thousand Nine Hundred Sixty Nine Dollars and
nineteen cents ($589,969.19),supported by Board Member Lopeman. Upon a vote viva voce, the motion
passed.
STREET LIGHT COMMITTEE: None
OLD BUSINESS:
• OPEN BIDS:
• 47' MATERIAL HANDLING BUCKET TRUCK:
Board Member Wissel moved to accept and file the Proof of Publication as presented,
supported by Board Member Hollis. Upon a vote viva voce, the motion carried.
Bids were received as follows:
Utility Truck Equipment—Circleville w/o trade in $158,980
w/trade in $143,980
Altec—Freedman, NC w/trade in $134,520
Board Member Wissel moved to refer the bids to the General Manager for due diligence,
supported by Board Member Hollis. Upon a vote viva voce, the motion carried.
• 56.5' 2-MAN MATERIAL HANDLING BUCKET TRUCK:
Board Member Wissel moved to accept and file the Proof of Publication as presented,
supported by Board Member Hollis. Upon a vote viva voce, the motion carried.

NEW BUSINESS: None
REPORT BY GENERAL MANAGER:
• Work on the US 40 and 27 INDOT project will begin soon.
MISCELLANEOUS BUSINESS:
