FOR RICHMOND POWER & LIGHT
DECEMBER 19, 2016
The Board of Directors for Richmond Power & Light Plant met in regular session at 7:00 p.m. December
19, 2016, in the Council Chambers of the Municipal Building in said City. Chairperson Miller presided.
ROLL CALL:
Board members present were Doug Goss, Bruce Wissel, Clayton Miller, Jeffrey Locke, Gary Turner, Misty
Hollis, Jamie Lopeman and Ron Oler. Absent was Kelley Cruse-Nicholson.
Also present were: Randy Baker, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Media; and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Board Member Wissel moved to approve the minutes of the Regular Meeting held December 5, 2016,
supported by Board Member Goss .Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Oler moved to approve claims for
payment in the amount of Five Million Four Hundred Twenty Five One Hundred Seventy Three Dollars
and sixty seven cents ($5,425,173.67), supported by Board Member Locke. Upon a vote viva voce, the
motion carried.
STREET LIGHT COMMITTEE: None
OLD BUSINESS: None
NEW BUSINESS:
• Board Member Wissel moved to authorize the General Manager to receive bids for the annual
right of way clearance (tree trimming) contract, supported by Board member Oler. Upon a vote
viva voce,the motion carried.
• RESOLUTION NO. 5-2016—DECORATIVE LIGHTING
Board Member Wissel moved to authorize decorative street lighting on 8th Street from North to
South A Streets, supported by Board Member turner. Upon a vote viva voce, the motion carried.
(RP&L will be able to switch to LED in the future. The style will be consistent with Main and 7th
Street which is part of the Stellar project.)
