FOR RICHMOND POWER & LIGHT
OCTOBER 17, 2016
The Board of Directors for Richmond Power& Light Plant met in regular session at 7:00 p.m. October 17,
2016, in the Council Chambers of the Municipal Building in said City. Vice Chairperson Oler presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Jeffrey Locke, Gary
Turner, Misty Hollis, Jamie Lopeman and Ron Oler. Absent was Clay Miller.
Also present were: Randy Baker, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Media; and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Board Member Wissel moved to approve the minutes of the Regular Meeting held October 3, 2016,
supported by Board Member Goss. Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Locke moved to approve claims for
payment in the amount of Six Million Four Hundred Eighty One Thousand Five Hundred Fourteen Dollars
and seventy seven cents ($6,481,514.77), supported by Board Member Lopeman. Upon a vote viva voce,
the motion carried.
STREET LIGHT COMMITTEE:
The Mayor reported he was against the decorative lighting that was proposed for South "A" Street due to
the high cost.

REPORT BY GENERAL MANAGER:
1. Open quotes on the concrete canopy remediation. (Lead Paint)
Board Member Hollis referred to the General Manager the quote in the amount of
$35,030.00 for due diligence, supported by Board Member Goss. Upon a vote viva voce,
the motion carried.
2. RP&L General Report
The 2017 Budget review will be October 24, 2017, 6 pm, in the Service Building at the
plant.

There being no further business and a motion duly made, the meeting was adjourned.
