AS BOARD OF DIRECTORS OF RICHMOND POWER AND LIGHT
October 24, 2016
The Board of Directors of Richmond Power and Light met Monday, October 24, 2016 in the large
conference room at the Service Building. Chairperson J. Clayton Miller called the meeting to order at 6:00
p.m. Member's present was Jamie Lopeman, Misty Hollis, Jeffrey Locke, Bruce Wissel, Ron Oler, Doug
Goss, Gary Turner and Chairman Miller. Board member Kelley Cruse-Nicholson was absent. Also
attending from Richmond Power and Light was Rich Cody, Sandra Lambert, Susan Alexander and
General Manager Randall Baker. Kim Vessels,Assistant City Attorney and Rachel Sheeley from the
Palladium were also in attendance.
1. Presentation of the 2017 expense and capital budgets.
General Manager Randall Baker presented to the Board of Directors the proposed 2017 expense
and capital budgets. Board members had the following informational requests for Mr. Baker:
Board member Bruce Wissel requested a breakdown of budgeted overtime. Board member Ron
Oler asked for a head count of each department. Board member Misty Hollis requested that the salary
budgets be corrected to reflect a two percent increase per the IBEW union contact. Board member Gary
Turner asked for pricing for street lights on 8th Street from North A to South A and 9th Street from North A
to South A.
General Manager Baker said he would provide all of the information requested ASAP.
2. Real estate matters pertaining to Richmond Power and Light.
General Manager Baker told the board that Richmond Power and Light owns 1.8 acres of land
located at 1050 Progress Drive and that the Economic Development Corporation was interested in the
land for a prospective commercial business. After discussion, Board member Bruce Wissel made the
motion that the General Manager of Richmond Power and Light is authorized and directed by the RP&L
Board to take any and all action necessary to execute any and all documents in the sale, purchase, or
lease of the property located at 1050 Progress Drive, Richmond, Indiana. Board member Doug Goss
seconded the motion. The motion passed on a 7-1 vote,with Board member Misty Hollis voting against
the motion.
With no further business to discuss the meeting was adjourned at 7:52 p.m.
