HomeMy Public PortalAbout05-04-2015 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT MAY 4, 2015 The Board of Directors for Richmond Power & Light Plant met in regular session at 7:00 p.m. May 4, 2015, in the Council Chambers of the Municipal Building in said City. Chairperson Quinn presided. ROLL CALL: Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also present were: Randy Baker, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Ron Deane; Police Chief Mark Connery; Diana Pappin; Denise Bullock; Media; and, Sergeant-at- Arms. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the Regular Meeting held April 20, 2015, supported by Mr. Miller. Upon a vote viva voce,the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Mr. Winget moved to approve claims for payment in the amount Four Hundred Sixty Seven Thousand Five Hundred Thirty Thousand Dollars and eighty nine cents($467,530.89)supported by Ms. Hollis. Upon a vote viva voce, the motion passed. STREET LIGHT COMMITTEE: None OLD BUSINESS: • OPEN BIDS FOR A NEW 70 FOOT ARBORIST BUCKET TRUCK Parker moved to accept and file the Proof of Publication as presented, supported by Mr. Winget. Upon a vote viva voce, the motion carried. Bids were received as follows: Utility Truck Equipment - $176,580.00 (no trade in listed) Altec Equipment, North Carolina - $115,992.00(includes$41,000 trade in) Mr. Miller moved to refer to the General Manager for due process. NEW BUSINESS: None REPORT BY GENERAL MANAGER: • BUDGETING PROCESS— Mr. Baker has contacted other utilities and found most have a similar process. There are some differences, i.e., dealer's quote retail — not government, which would account for large discrepancies in quotes versus bids. • CHAMBER OF COMMERCE POSITION STATEMENT re the business community concerns relative to the rate structure. RP&L—Board of Directors Minutes May 42015 Page 2 Mr. Quinn read the following reply: The Richmond Power and Light(RP&L) Energy Cost Adjustment(ECA) has now begun to level out. The first and second quarters of 2015 show only slight movement in the numbers with Industrial KW and KVA demand charges showing a slight drop. Estimates for the third quarter of 2015 are expected to be stable as well. Generation costs at the RP&L Whitewater Valley generation station into the Pennsylvania New Jersey Massachusetts(PJM) power market that caused abnormal swings in the ECA have now ceased. Future changes in the quarterly ECA now originate solely in the wholesale market. The utility has begun work on a five year plan that will be driven by the change from generation and distribution to distribution alone, as well as the changing environment within the wholesale market. Any changes to rate structures of a regulated utility are governed, and approved by the Indiana Utility Regulatory Commission (IURC). Ms. Hollis moved to approve, supported by Mr. Parker. Upon a vote viva voce, the motion carried. MISCELLANEOUS BUSINESS: • A Candidate review of the Plant is scheduled for June 12, 3:00 pm.
