FOR RICHMOND POWER & LIGHT
NOVEMBER 2, 2015
The Board of Directors for Richmond Power & Light Plant met in regular session at 7:00 p.m. November
2, 2015, in the Council Chambers of the Municipal Building in said City. Chairperson Quinn presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don
Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: Randy Baker, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Nick Wilson; Gary Turner; Mike Reece; Fire Chief Jerry Purcell; Police Chief Mark Connery; Media;
and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the Regular Meeting held October 19, 2015, supported by
Ms. Hollis. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Parker moved to approve claims for payment in the
amount of Four Hundred Sixty Five Thousand Two Hundred Thirty Three Dollars and three cents
($465,233.03), supported by Mr. Winget. Upon a vote viva voce, the motion passed.
STREET LIGHT COMMITTEE: None
OLD BUSINESS: None
NEW BUSINESS:
• Mr. Baker requested Board authorization to receive bids on a new%ton class 2 cargo van to
replace unit#14, a 1997 cargo van with 79,980 miles, as previously approved in the Capital
budget, Department 2200 line#9.
Mr. Wissel moved to authorize the General Manager to receive bids, supported by Mr. Miller.
Upon a vote viva voce, the motion carried.
REPORT BY GENERAL MANAGER:
• Palladium Item report, Bill Engle, was recognized for his 28 years of service to the newspaper.
MISCELLANEOUS BUSINESS:
• There will be an executive session on Wednesday, November 4, 2015, 6 pm at the Plant.

There being no further business and a motion duly made, the meeting was adjourned.
