FOR RICHMOND POWER& LIGHT
SEPTEMBER 21, 2015
The Board of Directors for Richmond Power& Light Plant met in regular session at 7:00 p.m. September
21, 2015, in the Council Chambers of the Municipal Building in said City. Vice Chairperson Parker
presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don
Winget, Larry Parker, Misty Hollis and Ron Oler. Absent was Phil Quinn.
Also present were: Randy Baker, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Danny Matheny; Denise Bullock; Fire Chief Jerry Purcell; Media; and, Sergeant-at-Arms.
APPROVAL OF MINUTES:
Mr. Miller moved to approve the minutes of the Regular Meeting held September 8, 2015, supported by
Ms. Cruse-Nicholson. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Winget moved to approve claims for payment in
the amount of Six Million Eight Hundred Ninety One Thousand Eight Hundred Ninety Nine Dollars and
fifty three cents($6,891,899.53)supported by Ms. Hollis. Upon a vote viva voce,the motion passed.
STREET LIGHT COMMITTEE: None
OLD BUSINESS:
• Open bids on roofing for the Johnson Street Substation:
Mr. Miller moved to accept and file the Proof of Publication as presented, supported by Mr.
Wissel.
Bids were received as follows:
Blackmoor& Buckner, Indianapolis $83,550.00
Enterprise Roofing, Dayton $58,757.00
Harold S. Becker, Dayton $77,845.00
Connemon&Company, Minster, OH $70,600.00
AA Roofing, Indianapolis $82,900.00
Mr.Winget moved to refer the bids to the General Manager for due diligence.
NEW BUSINESS: None
REPORT BY GENERAL MANAGER:
• There were several calls re blinking lights. A car ran into a Duke Energy pole which caused the
problem.
• RP&L is contemplating a commercial use rebate program.

• The ECA for Q4 will drop.
MISCELLANEOUS BUSINESS: None
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
