HomeMy Public PortalAbout2013.002 (01-02-13) RESOLUTION NO. 2013.002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO HARDY & HARPER, INC. AS THE APPARENT LOWEST RESPONSIBLE BIDDER, IN-THE AMOUNT NOT-TO-EXCEED $1,969,000, FOR THE RESIDENTIAL STREETS IMPROVEMENT (FISCAL YEAR 2012-2013), PROJECT NUMBER 4011.67.006; AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT; AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO MAKE THE NECESSARY FUNDS APPROPRIATION AND TRANSFER WHEREAS, the Residential Streets Improvement Project, Project No. 4011.67.006; is scheduled for completion during fiscal year (FY) 2012-2013 and is financed with $2,461,250 of Measure R bond funds; and WHEREAS, Public Works staff advertised the project on July 19th 20th and 26th of 2012 in two newspapers of general circulation, printed and published in the City, per Lynwood Municipal Code Section 6-6.7; and WHEREAS, twenty-two contractors received project plans and contract documents; and WHEREAS, the bid opening took place in the Office of the City Clerk on August 9, 2012, and five contractors submitted bids; and WHEREAS, the Acting Director of Public Works has ascertained that Hardy & Harper, Inc. is the apparent lowest responsible bidder at $1,969,000; and WHEREAS, a reference check has revealed that this contractor has the necessary experience and contractor's license for this type of project; and WHEREAS, the Measure R bond funds are available in December 2012 for the said amount. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the contract for the Residential Streets Improvement Project, Project No. 4011.67.006, be awarded to Hardy & Harper, Inc. for its low bid of $1,969,000. Section 2. That the Mayor is hereby authorized to execute the agreement between the City of Lynwood and Hardy & Harper, Inc. in a form approved by the City Attorney. Section 3. That the City Council of the City of Lynwood authorizes the City Manager or designee to make the following funds appropriation and transfer: FROM TO Un-appropriated Measure R Funds Residential Streets Improvement Project Project 4011.67.006 $2,461,250 $2,461,250 Section 4. That the City Clerk shall certify as to the adoption of this Resolution. Section 5. That this Resolution becomes effective immediately. PASSED, APPROVED and ADOPTED this 2"d day of January,;2013.
