Mayor Vandernail called the meeting to order at 7:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Brian
Cerkvenik, Kaydee Fisher, Lewis Gregory, Parnell Quinn and, Katie Soles
2. Approval of Agenda:
Trustee Soles moved, and Trustee Waldow seconded the motion to approve the
agenda. Motion carried: 7-0.
3. Consent Agenda:
a) Minutes May 17, 2023
b) Resolution 2023-06- 01 The Meadows Filing No. 1 Final Acceptance and Surety
Release
c) Northwest Transportation Planning Region Letter of Recommendation
Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to approve the
consent agenda. Motion carried: 7-0.
4. Open Forum: Paula Stewart, Joey Mulhearn, Greg Bechler
5. Public Hearing:
a) Conditional Use Permit for Wapiti Vista Townhomes
Mayor Vandernail opened the public hearing regarding Conditional Use Permit for Wapiti
Vista Townhomes.
Alyssa Rivas from Baseline presented to the Board. Proof of publication was provided in
the packet. Applicant Jardie Lauinger presented and answered questions.

The applicant changed the application from a triplex to one duplex and one single family
home. This site plan is different from what the Planning Commission recommended
approval for the conditional use permit on May 24, 2023.
Public Comment, none
Mayor Vandernail closed the public hearing regarding Conditional Use Permit for Wapiti
Vista Townhomes.
ai) Resolution 2023-06-02 Conditional Use Permit for Wapiti Vista
Townhomes
Trustee Quinn moved, and Trustee Soles seconded the motion to approve the
Resolution 2023-06-02 Conditional Use Permit for Wapiti Vista Townhomes with the
revised site plan, one duplex and one single family home. Motion carried: 7-0.
b) Rezoning Clayton Court to Business District
Mayor Vandernail opened the public hearings regarding Rezoning Clayton Court to
Business District. Motion carried: 7-0.
Ben Thurston from Baseline presented to the Board.
Public Comment was taken from Jim Bakarich, Steven Boehmer, Meredith Cameron,
Chris Cameron, Greg Beckler and Paula Stewart
Mayor Vandernail closed the public hearing regarding Rezoning Clayton Court to
Business District. Motion carried: 7-0.
bi) Ordinance 499 Rezoning Clayton Court to Business District
Trustee Soles moved, and Trustee Cerkvenik seconded the motion to approve
Ordinance 499 Rezoning Clayton Court to Business District. Motion carried: 7-0.
6. Discussion and Possible Action:
a) Winter Park Film Festival Funding Request
Conner Nelson and Parks Thompson presented it to the Board.
The Board will discuss this at the next meeting.
b) Victoria Village Master Plan
Todd Mohr And Matt Gernzberg from MAHD Development presented to the
Board.
Public Comments taken from Ashley Bobo, Grand Kids Executive Director spoke in favor
of childcare facility on the property.
7. Updates
a) Update Byers Avenue Waterline Replacement

Paul Johnson, Public Works Director, a meeting for the affected properties will take
place on June 15 at the Historic Church.
b) Update Sewer Replacement
Paul Johnson, Public Works Director gave an update.
c) Update Joint Facilities Oversite Committee Fraser Website
Antoinette McVeigh, Town Clerk, The JFOC has a page on Fraser's website including
access to the records.
8 Executive Session:
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4)(b) and for the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e). Regarding Litigation. To include Town Attorney Kent Whitmer and Town
Manager Michael Brack
Trustee Fisher moved, and Trustee Quinn seconded the motion to open the Executive
Session regarding litigation. Motion carried: 7-0.
Trustee Gregory moved, and Trustee Quinn seconded the motion to close the
Executive Session regarding litigation. Motion carried: 7-0.
8. Adjourn:
Trustee Gregory moved, and Trustee Cerkvenik seconded the motion to adjourn.
Motion carried: 7-0. Meeting adjourned at 9:42 p.m.
