Mayor Vandernail called the meeting to order at 6:04 p.m.

2. Approval of Agenda:
Trustee Soles moved, and Trustee Waldow seconded the motion to approve the
agenda. Motion carried: 6-0.
3. Consent Agenda:
a) Minutes June 7, 2023
Trustee Waldow moved, and Trustee Quinn seconded the motion to approve the
consent agenda. Motion carried: 6-0.

a) Victoria Village Master Plan
Mayor Vandernail opened the public hearing regarding Victoria Village Maser Plan.
Todd Mohr, Matt Ginzberg, Jeff Vogel and David presented to the Board.
Public Comment was taken from Ashley Bobo Executive Director of Grand Kids

ai) Resolution 2023-06-03 Approving Victoria Village Master Plan

Trustee Gregory moved, and Trustee Waldow seconded the motion to approve
Resolution 2023-06-03 Approving Victoria Village Master Plan. Motion carried: 6-0.
6. Discussion and Possible Action:
a) Winter Park Film Festival Funding Request
The request will be presented again at a future meeting.
b) Treasurer's Report
c) Tin Cup Tavern Liquor License Renewal
This was removed from the agenda and will be presented at a future meeting.
d) Alcohol Beverage Festival Permit, Picnic in The Park
Trustee Cerkvenik moved, and Trustee Soles seconded the motion to approve Alcohol
Beverage Festival Permit for Picnic in The Park. Motion carried: 6-0.
e) Fraser Artisan Bazaar Special Event Permit
Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to approve Fraser
Artisan Bazaar Special Event Permit. Motion carried: 6-0.
f) Ordinance 500 Amending Chapter 10, Article 2 To Revise The Dollar Limits For
Offenses Of Theft And Damage To Property
Trustee Soles moved, and Trustee Quinn seconded the motion to approve Ordinance
500 Amending Chapter 10, Article 2 To Revise The Dollar Limits For Offenses Of Theft
And Damage To Property. Motion carried: 6-0.
g) Resolution 2023-06-04 Pavement Maintenance Contact
Trustee Soles moved, and Trustee Quinn seconded the motion to approve Resolution
2023-06-04 Pavement Maintenance Contact. Motion carried: 6-0.
h) Resolution 2023-06-05 Approving County Road 804 Parking Lot Development
Agreement
Trustee Quinn moved, and Trustee Cerkvenik seconded the motion to approve
Resolution 2023-06-05 Approving County Road 804 Parking Lot Development
Agreement. Motion carried: 6-0.
7. Updates
a) Mural Festival Update
b) Trustee Soles, Public Works building
c) Town Manager Brack, the Finance Director Rob Clemens resigned to be the
Executive Director of the Fraser Valley Housing Partnership. The CAST meeting will be
held in Basalt on August 24-25.
d) Trustee Cerkvenik, preconstruction meeting with CDOT on Monday regarding
Berthoud Pass.

Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to adjourn. Motion
carried: 6-0. Meeting adjourned at 7:38 p.m.
