HomeMy Public PortalAbout03-04-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, MARCH 4, 2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, March 4, 2020, in the Hutton Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER Board Member Palmer called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Emily Palmer and Matt Evans. Absent was Vicki Robinson. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Donnie Benedict; Police Chief Mike Britt; Greg Stiens, Director of Public Works and Engineering; Sherry Hemingway, Finance; Fire Chief Jerry Purcell; and, Media. APPROVAL OF MINUTES Mr. Evans moved to approve the minutes of February 25, 2021, supported by Ms. Palmer.Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for March 5, 2021 in the amount of One Hundred Fifty One Thousand Four Hundred Ninety Nine Dollars and twenty one cents ($151,499.21), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • NEW HANDICAP SIGNS 1212 Ridge Street Mr. Evans moved to approve, supported by Ms. Palmer. BID OPENINGS • NEW SHELTER AT GLENN MILLER PARK There was one bid submitted by Rinehart's Lawn Care in the amount of$19,575.00 with an alternate bid for concrete of$7,300.00. These bids were taken under advisement. BID AWARDS -None CONTRACTS • CONTRACT NO. 19-2021 —HELP THE ANIMALS The Help the Animals will provide animal shelter services for the City of Richmond. They will be paid annually $38,000.00 for up to 390 animals. Anything over that they will be paid $97.00 per animal. This contract also allows them to sell City Animal Tags, keeping 50% of the cost of the tags they sell and sending the remaining 50% to the City Clerk's Office. Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Board of Works Minutes March 4,2021 • CONTRACT NO. 24-2021 - INDIANA DEPARTMENT OF TRANSPORTATION— INDOT—PROJECT COORDINATION CONTRACT—(DES 1702769) This is for the Bike/Pedestrian Project. East Main from 7th to 10t" Streets, Ft Wayne Ave from 7th to North"E" Street,North"E" Street from 7th to 10th Streets. They will participate in 80 % of the cost of Construction, Construction Engineering/Inspection and Utility Reimbursement to Richmond Power and Light involving in this project. The maximum amount of federal funds allocated for these cost is $2,244,000.00. The City match of 20% will come from previously approved TIF funds. Mr.Evans moved to approve, supported by Ms. Palmer. CHANGE ORDERS -None ADDENDUM • ADDENDUM NO. 3 TO CONTRACT NO. 31-2018 — GEORGE FAMILY PHARMACY, INC They provide Durable Medical Equipment for the City Employees and their dependents that are on the City's insurance.There is no cost to them. This addendum extends the length of the contract with the terms and conditions the same as the original contract Mr.Evans moved to approve,supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 95-2019 — STRYKER SALES CORPORATION This addendum changes the name from Stryker Sales Corporation to Stryker Sales LLC. They will still provide annual maintenance, inspection and repair of medical costs and stair chairs for the Richmond Fire Department at an annual cost of$4,644.00. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. RESOLUTIONS • RESOLUTION NO. 3-2021 Indiana Department of Transportation is requiring that contracts between them and the City be signed electronically. This resolution designates Emily Palmer as a Board member to sign contracts on behalf of the Board and Mayor Snow. PETITIONS • CURB CUT 3703 Southridge Drive Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. MISCELLANEOUS • LEAVE OF ABSENCE FOR RICHMOND FIREFIGHTER Scott Hartman requested time off without pay from the Richmond Fire Department to continue his education. The employee handbook states leave can be requested for this purpose. He would be grateful for the opportunity to also remain as an employee with the City. The leave is not to exceed 12 months. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • NOTICE OF PUBLIC HEARING Ms. Palmer announced there will be a Public Hearing on March 11, 2021 for a proposed name change of Johnson Street to Goebel Way.
