Plan Approval-Zone C-2, 1126 Hwy 80, Chris Chandler petitioner-4-0026-11-023/Section 4-050 (F)(2)(b). Uses permitted after special review and site plan approval. Request for Event Facility.
PC Recommends Approval w/Amendments- Council Approved with following conditions: 1) 13 onsite parking spaces and 68 offsite parking spaces for a total of 81 2) If the owner of offsite
parking should prohibit the use of spaces Owner must present staff with new parking plan. Parking Plan will be updated with staff every 6 months. 3) No busses, trolleys, or other large
vehicles allowed on the property. Busses and Trolleys are not to leave Hwy 80. 4) The use of Certified law Enforcement needs will be decided by staff representatives and will be based
on Historical Data. 5) Placement of a rope to block the Caldwell easement. 6) Hours of operation 8:00AM to 1:00AM. 7) Maximum capacity is one hundred twenty nine people. 8) Compliance
with the noise ordinance. All sound speakers to face away from residentially zoned property. No live entertainment or amplified sound after 11:00PM. 9) Compliance with the building requirements
of the Chatham County Fire Marshal and the City Marshal of Tybee Island. 10) Lighting will consist of regular outdoor house lighting. 11) All signage shall conform to the sign ordinance.
12) There will always be a designated manager at any event. 13) No pine trees will be removed or disturbed on the site. 14) Compliance with requirements of Chatham County Fire Marshal.

Text Amendment-Article 15. Soil erosion and sedimentation control. PC Recommends putting minor land disturbing exemption and the single
family construction exemption into the current Tybee Soil, Erosion and Sedimentation Control ordinance and send the remainder of the proposed Text Amendment back to City Attorney and
City Council for cleaning up. Approved for all exemptions to be put back into the State Model Ordinance. Council Approved hosting a community workshop with Planning Commission and EPD.

Removal and Disposal of existing 410' Crossover and Installation of new ADA & DNR and Marine Advisory Compliant Walkover- Bids
were received 3/21/07. This bid was advertised, opened and reviewed. Project Completion estimated 5 weeks- Terms: Due upon receipt of approved progress invoices. The bidders were:
(1) Coastal Construction-Elton Yawn $65,500 (2) East Coast Pacific-No Contact-$53,000 non-responsive (3) Tybee DAC-Donald Cowart-$140,000 (4) Pinco-Scott Pinholster-$191,470 non-responsive
