THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND, INDIANA,
MARCH 11,2021
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday,March 11,2021,in the Council Chambers at the Municipal Building,50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns, Deputy City Clerk;
Kara Messler, Purchasing; Greg Stiens, Director of Public Works and Engineering; Sherry
Hemmingway, Payroll and Benefits Administrator; Beth Fields, Director of Infrastructure and
Development; Suzanne Bias, Executive Assistant to the Mayor;- Jim Dykes, Assistant
Superintendent of Parks and Recreation; Ian Vanness, City Planner; and, Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of March 4,2021, supported by Mr.Evans.Upon a vote
viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for March 12, 2021 in the amount of Two
Hundred Twelve Thousand Nine Hundred Sixty Eight Dollars and eighteen cents ($212,968.18),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for March 12, 2021 in the amount of Seven
Hundred Forty Two Thousand Seven Hundred Forty Three Dollars and thirty six cents ($742,743.36),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
Mr. Evans moved to approve Payroll Claims for Payment for AFSME Stipends in the amount of Eighty
Seven Thousand Three Hundred Fifty Dollars ($87,350.00), supported by Ms. Palmer. Upon a vote viva
voce,the motion carried.

CONTRACTS
• CONTRACT NO. 27-2021 — VERIZON — APPLICATION FOR SMALL CELL
STRUCTURE
Verizon is to install a Small Cell Structure (Pole w/equipment) at the NE Corner of US 40
West and SW 8th Street. Doan&Mills Funeral Home has approve the location.
Ms.Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 29-2021 —MIDWEST TRANSIT EQUIPMENT, INC.

They will furnish the City with two (2) small transit vehicles with listed options and wheel
chair assessable lifts for eight (8) passenger capacity for Rose View Transit. The cost of
each bus is $57,485.00
Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 31-2021 —CENTERSTONE SOLUTIONS, INC.
They will provide professional consultation advisory services for the Employee Assistance
Program (EAP) for the Richmond Human Resources Office. The annual cost is $7,236.00.
Ms. Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 34-2021 —TRC ENVIRONMENTAL CORPORATION
They will perform services to conduct environmental inspection and remediation of
potential asbestos containing materials which may be located in the third floor Council
Chambers of the City Building.
Not to exceed $102,450.00
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 35-2021 —TRC ENVIRONMENTAL CORPORATION
They will perform services to conduct environmental inspection and remediation of
potential asbestos containing materials which may be located in certain offices within the
police department areas and rooms on the ground floor of the City Building
Not to exceed $29,500.00
Ms. Palmer moved.to approve, supported by Mr.Evans.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 36-2021 —MILESTONE CONTRACTORS L.P.
They will perform services in connection with the milling of one and one-half inches of
asphalt and placement of one and one-half inches of new surface asphalt,.placement of
lines and traffic symbols with thermos-plastic, and the repair of a guard rail, all of which
are services to be performed on Industries Road between Union Pike and U.S. 27, which
is designated as part of the Community Crossing. Streets Project. The cost is$496,769.00.
50% will be paid by the State and the remaining 50% will be paid for by the City from
previously approved T.I.F funds.

ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 203-2018 — EARLYWINE PEST
CONTROL
The City wishes to continue to retain them to provide services in connection with pest
control for various City buildings and facilities.All the terms and conditions of the original
contract will remain the same with a 5% increase.
Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
RESOLUTIONS
• RESOLUTION NO. 2-2021 — DESINGNATING A PUBLIC WAY ALIAS AS
"GOEBEL WAY"
This resolution is to change the name of Johnson Street to Goebel Way. Johnson Street is
the street that leads down to Veteran's Memorial Park. The'name change is for the
recognition of the passion and dedication that specifically Joe and Barb Goebel have shown
for the past years.
Ms.Robinson opened Public Hearing on this Resolution. Being no comment for or against,
Public Hearing was closed.
Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
