HomeMy Public PortalAbout09-10-2001 Regular Session . . . · Iii MINUTES HILLSBOROUGH TOWN BOARD September 10, 2001 7:30 PM, Town Barn The Hillsborough Town Board held a regular meeting on September 10, 2001 at 7:30 PM in the Hillsborough Town Barn. Present for the Board Meeting were Mayor Horace H. Johnson, Sr., and Commissioners Frances Dancy, Evelyn Lloyd, Kenneth Chavious, Mark Sheridan, and Brian Lowen. Staff present were Town Clerk Donna Armbrister, Finance Director Sherry Carter, Planning Director Margaret Hauth, Assistant Town Manager/Public Works Director Demetric Potts, Town Engineer Kenny Keel, Management Intern Jim Klingler, and Town Attorney Bob Hornik. Mayor Johnson called the meeting to order at 7:30 PM. INTERVIEW POTENTIAL VOLUNTEER CANDIDATES The Town Board interviewed volunteer candidates Paul Newton and Kelly Hopper to fill a vacant position on the Planning Board. 1. PUBLIC CHARGE Mayor Johnson read the Public Charge. 2. AUDIENCE COMMENTS REGARDING MATTERS NOT ON THE PRINTED AGENDA By consensus, the Board agreed to table any decision on Patriot's Pointe and attempt to schedule a meeting with Orange County before the October Board Meeting. Mayor Johnson added Mr. Ed Ellison to the Agenda as Item 4.B to speak regarding Orange County's Ordinance regarding Exotic Animals. Mayor Johnson added to the Agenda as Item 4.A a presentation to the Finance Director. 3. AGENDA CHANGES & AGENDA APPROVAL By consensus, the Board approved the agenda as amended. 4. APPROVAL OF THE MINUTES OF THE JULY 9TH, 2001 REGULAR BOARD MEETING AND CLOSED SESSION, JULY 23RD, 2001 BOARD WORK SESSION, JULY 24TH, 2001 JOINT PUBLIC HEARING, AND AUGUST 7TH, 2001 SPECIAL MEETING ' Upon a motion by Commissioner Lloyd, seconded by Commissioner Lowen, the Board moved to ~prove the Minutes of the July 9th, 2001 Regular Board Meeting and Closed Session, the July 23~ ,2001 Board Work Session, the July 24th, 2001 Joint Public Hearing, and the August 7th, 2001 Special Meeting as presented by a vote of5-0. The motion was declared passed. . . . ... " 188 A. ADDED ITEM (presentation of the Government Finance Officers Association Certificate of Achievement for ExceUence in Financial Reporting) Mayor Horace Johnson presented the Certificate of Achievement for Excellence in Financial Reporting awarded by the Government Finance Officers Association of the United States and Canada to Finance Director Sherry Carter. The Mayor noted that this is the 7th year in a row that the Town has received this distinction. B. ADDED ITEM (Mr. Ellison) Mr. Ed Ellison addressed the Board requesting them to consider adopting an Ordinance similar to the one that Orange County recently adopted regarding the prohibition of display of wild and exotic animals. Mayor Johnson explained that the Town ofHillsborough has adopted Orange County's entire Animal Control Ordinance and that therefore the Town is under this same policy. Mayor Johnson called for a recess and evacuated the Town Barn due to the smell of something burning and apparent smoke. The Orange Rural Fire Department assessed the situation and found that the air conditioning unit had burned out. Mayor Johnson reconvened the meeting. By consensus, the Board agreed to hold the Closed Session at this point. 11. CLOSED SESSION A. Closed Session for the purpose of discussing Reservoir Litigation. Upon a motion by Commissioner Chavious, seconded by Commissioner Lowen, the Board moved to go into Closed Session for the purpose of discussing Reservoir Litigation by a vote of 5-0. The motion was declared passed. 12. OTHER Upon returning to Open Session, and upon a motion by Commissioner Lowen, seconded by Commissioner Dancy, the Board moved to authorize the Town Attorney to settle the Reservoir Litigation Claim with Governors Grove by a vote of 5-0. The motion was declared passed. 13. ADJOURN Upon a motion by Commissioner Dancy, seconded by Commissioner Lowen, the Board moved to continue the meeting to the September 24th, 2001 Board Work Session due to the smell and smoky conditions of the meeting facility by a vote of 5-0 at 8:40 PM.
