Sherbondy Village Auditorium 215 Perviz Avenue Opa-locka,FL 33054 1. CALL TO ORDER: Mayor Myra L. Taylor called the meeting to order at 5:01 p.m. on Wednesday, September 20, 2017 in the Auditorium at Sherbondy Village, 215 President Barack Obama (Perviz) Avenue, Opa-locka, Florida. 2. ROLL CALL: The following members of the City Commission were present: Mayor Myra L. Taylor, Vice Mayor Joseph L. Kelley, Commissioner Timothy Holmes, Commissioner John B. Riley and Commissioner Matthew A. Pigatt. Also in attendance were: Interim City Manager Ed Brown, City Attorney Vincent T. Brown, and City Clerk Joanna Flores. 3. INVOCATION: The invocation was delivered by Commissioner John Riley. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. Budget Administrator Ernesto Reyes made a presentation regarding the budget for FY 2017 — 2018. He read in the record that the proposed millage rate was 8.9999 that represents a decrease of approximately 5.7% when compared to the roll back rate in the proposed budget for fiscal year 2018 is approximately thirty six point seven million dollars ($36,700,000.00). 5. FIRST READING ORDINANCES/PUBLIC HEARING: a) AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, ADOPTING A FINAL MILLAGE RATE PURSUANT TO SECTION 200.065, FLORIDA STATUTES, FOR FISCAL YEAR 2017-2018, COMMENCING OCTOBER 1, 2017 THROUGH SEPTEMBER 30, 2018; SETTING FORTH PUBLIC HEARING DATES; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. Sponsored by City Manager The above ordinance was read by Attorney Brown. First Budget Hearing Minutes—9/20/2017 1 Mayor Taylor opened the floor for a public hearing. Jannie Russell, 1210 Peri Street, said that it looks as though there will be extra funds in the budget for this coming year. She hopes that there will be a citizens list of emergency contact numbers so citizens know who to call during times of disaster. There being no further persons to speak, the public hearing was closed. It was moved by Commissioner Holmes, seconded by Commissioner Riley for discussion. Commissioner Pigatt voiced his concerns on what lowering the millage may mean for the City and the residents since the state asked for it to be set at ten (10) mills. Vice Mayor Kelley shared these concerns. There being no further discussion, the motion on the ordinance passed by a 4-1 vote. It was moved by Commissioner Riley, seconded by Commissioner Holmes for discussion. Commissioner Pigatt questioned why the I.T. Department needed three hundred thousand dollars over other departments or the renovation of City buildings. Vice Mayor Kelley shared these concerns. Mayor Taylor said this is not the time to detail line by line from each department as this was done during workshops and town hall meetings and there is still time to ask each department any information that is needed within the twenty (20) days that the state will be reviewing the budget. It was moved by Commissioner Riley, seconded by Commissioner Holmes for discussion. Vice Mayor Kelley asked where West Drive was and what zone did it fall under. Public Works Director Airia Austin said that West Drive was in zones 1 and 2. Vice Mayor Kelley asked that it be taken into consideration when road repairs are made. Commissioner Pigatt asked if he can now ask questions since the vice mayor was able to ask questions and have the department director come up and answer them. Mayor Taylor said as long as the questions fall under item 5(c). Commissioner Pigatt asked a series of questions to the Public Works Director regarding the City's pump stations and what was budgeted. He also asked the interim city manager about the City's infrastructure and the funding for that to which they both responded that it was budgeted for through the revolving loan and FEMA. There being no further discussion, the motion on the ordinance passed by a 4-1 vote. SECOND READING ORDINANCE/PUBLIC HEARING: a) AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, ESTABLISHING THE ESTIMATED ASSESSMENT RATE FOR THE FIRE HYDRANT ASSESSMENT PAYMENTS DUE WITH THE PAYMENT OF 2017 AD VALOREM TAXES; ELECTING TO USE THE UNIFORM METHOD OF COLLECTING NON-AD VALOREM ASSESSMENTS; DIRECTING THE PREPARATION OF AN ASSESSMENT ROLL; AUTHORIZING A PUBLIC HEARING AND DIRECTING THE PROVISION OF NOTICE THEREOF; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE (first reading/public hearing held on August 29, 2017).
