The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, March 18, 2020, in the Hutton Community Room at the Municipal Building, 50 North
5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Kara Messler, Purchasing; Derek Hill, Director of Code Enforcement; Beth Fields, Director of
Infrastructure and Development; Randy Kouns,Director of Information Technology; Greg Stiens,
Director of Public Works and Engineering; and, Media by Zoom.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of March 11, 2021, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for March 19, 2021 in the amount of One
Hundred Twenty Thousand Four Hundred Eighty Four Dollars and eighty seven cents
($120,484.87), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.

CONTRACTS
• CONTRACT NO. 21-2021 —STAMPER WRECKER

They will provide a vehicle impound and storage area for the City.An amount of$6,000.00
will be paid to the City for a two year period. Pardo's also submitted a bid to pay the City
more money but is in breach of previous Contract No. 38-2009 for vehicle impound and
storage for a total of$75,566.00 plus late fees. Nothing has been paid by them concerning
that contract. Stamper's has had the impound lot for many years and have performed
satisfactorily. All amounts owed to the City have been received and their bid for the next
two years are in order.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 22-2021—PARDO'S SERVICE INC.
They will provide towing services for City-Owned heavy vehicles upon request.
The charges are as follow:
1) Single axle trucks & large buses $250.00 $250.00
2) Tandem axle trucks $250.00 $250.00
3) Fire trucks (axle lift only) $400.00 $400.00
4) Street sweepers $250.00 $250.00
5) Combination sewer cleaning machines $400.00 $400.00
Extra Charges
Axle pulls $ 85.00 each
Drive line disengagements $ 85.00 each
Recovery with large wrecker including operator $ 450.00 per hour
Each additional operator $ 85.00 per hour
Compressed air $ 0 per hour
Per mile charge outside City limits $ 6.00 large wrecker
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 23-2021 —PARDO'S SERVICE INC.
They will provide towing services for City-Owned vehicles upon request.

• CONTRACT NO. 37-2021 —REDDOG ENTERPRISES,INC
They will provide mowing services for certain nuisance properties determined by the
Department of Code Enforcement of the City of Richmond. They will be paid a flat fee of
$150.00 per property.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.

ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 39-2019—LWC, INC.
This Contractor provides construction administration services in connection with the
Stellar Façade Restoration Project for certain downtown Richmond Properties. This
addendum is for the Contractor to be paid an increased amount not to exceed$35,987.10.

Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 2 TO CONTRACT NO. 34-2020 — REDDOG ENTERPRISES,
INC
This is to retain this contractor for the year 2021 for mowing services for the City-Owned
right-of-way properties for the Department of Code Enforcement.The terms and conditions
of the original contract and Addendum No. 1 will remain the same.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 2 TO CONTRACT NO. 4-2021 —DYLAN SHIRKEY
The Contractor furnishes certain training and project implementation and coordination
services for the City's Information Technology Department. Terms and conditions of the
contract remain the same with there being an additional$3,000.00 paid for additional hours
to be worked.
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
RESOLUTIONS
• RESOLUTION NO. 4-2021 — AUTHORIZING THE GRANT OF A
SUPPLEMENTAL EASEMENT AND RIGHT-OF WAY
Indiana Michigan Power Company that is a unit of American Electric Power (AEP) is
seeking a supplemental easement and right-of-way at 1678 South Salisbury Road that is
within an Electrical Substation operated by Richmond Power & Light. Richmond Power
& Light have reviewed and approve the easement.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.

MISCELLANEOUS
• RESIGNATION OF A FIREFIGHTER
Tara Harr has submitted her resignation from the Richmond Fire Department.
Ms. Palmer moved to accept the resignation, supported by Mr. Evans. Upon a vote viva
voce,the motion carried.
