HomeMy Public PortalAbout20071108CCMinutesPage 1 of 3 20071108 City Council Minutes Mayor Buelterman called the Consent Agenda Meeting to order at 6:30p.m. Present in addition to the Mayor were Council Members, Sessions, Crone, Pearce, Williams, Doyle and Wolff. Also present was City Attorney Hughes and City Manager Schleicher. Mayor Buelterman listed the Consent Agenda items as: One Day Alcohol Permit for St. Michael’s Men’s Club for February 3, 2008 in Memorial Park. Approval of City Council Minutes for 9/27/07. 5th Avenue Conveyance of the triangular piece of property to Mr. Groover allowing his house to be in conformity and conveyance to the City by deed, lots 244,243 and 242 and an easement that is now depicted on the Plat. Mr. Hughes said this had previously been approved but the Mylar and Deeds needed to be prepared. Mr. Wolff moved to adjourn the Consent Agenda, Ms. Doyle seconded and the vote was unanimous. *** Mayor Buelterman called the Regular Meeting of the City Council to order at 7:00p.m. City Officials present at the Consent Agenda were still in attendance. Mayor Pro Tem Sessions gave the Invocation and everyone recited the Pledge of Allegiance to the Flag. Mayor Buelterman thanked everyone that came out to vote last Tuesday and congratulated the newly elected council members. Mayor Buelterman presented the New City Flag and thanked Ms. Doyle and Ms. Sessions for their work along with staff member Michael Bodine. Ms. Amy Clifton of the American Red Cross announced the Blood Drive at the Cafeteria on December 13th. She thanked staff member April Moore for her hard work on making the blood drives on Tybee successful. Ms. Schleicher announced a meeting next Thursday, November 15th at 3:00p.m. at City Hall with Coastal Grading; the contractor on the strand project. She said this meeting is for the businesses and property owners to meet with the contractor. Ms. Schleicher said she will meet with property owners and businesses as needed during the project. Mr. Crone said he has received public comments that said the contractors were doing a good job on the strand. Page 2 of 3 Mayor Pro Tem Sessions asked if all three project coordinators realized what their job responsibilities are. Ms. Schleicher said HGB&D provides an inspector on the site to make sure everything goes according to plan. *** Mayor Buelterman opened the meeting for business legally presented and called for a motion on the Consent Agenda items. Mr. Wolff moved to approve the items on the Consent Agenda as listed earlier, Ms. Williams seconded and the vote was unanimous. *** Mr. Wolff moved to approve Julian Toporek as a regular member of the Ethics Commission and Marianne Bramble as an Auxiliary member of the Ethics Commission and advertise for another auxiliary member. Mr. Pearce seconded, and the vote was unanimous. *** Mayor Buelterman gave an update on the Beach Task Force recommendations. He said the recommendations will keep coming as we get closer to the renourishment. He said the 1st recommendation is to install signs warning of underwater hazards from 2nd to North Beach. He said they discussed closing portions of that beach due to the existing danger but decided to recommend improving the signage. Ms. Schleicher said it is in the budget for next year and we have been installing signs but after each storm we have to install new signs because the beach erodes and creates additional hazards. Mayor Buelterman requested council’s permission to send a letter to the DNR asking for advice on signage and what permits would be necessary to cut the groins off or take them out. Ms. Schleicher said she requested the plans from the Corps of Engineers of the wall when it was installed. She said they sent the plans for the wooden groins instead of the metal ones. She said they are looking for the plans to the metal groins. Council agreed the Mayor should send a letter. Mayor Buelterman said the second BTF recommendation was to have our consultant Eric Olsen look at the possibility of moving sand from areas of accretion to areas that are exposed right now and also scarp removal in the dune area for possible use by beach visitors. Ms. Schleicher said she talked with Mr. Olsen and he said he did not recommend moving the sand because it will wash away immediately and would be a waste of money. She said Mr. Olsen said we needed to work with DNR and the Corp on scarp removal. Ms. Schleicher said Mr. Off said hopefully the DNR will be at the next meeting and we can get them to give us their feeling on how to go about scarp removal and dune area use. Mayor Buelterman said since this all relates to the DNR he will write his letter and include bullet points for the various topics and he will try to get it to them in advance of the BTF meeting. Page 3 of 3 Ms. Williams asked for an explanation of dune area use by beach visitors. Mayor Buelterman said it is using a little of the dune for recreation purposes as requested by some of the hotels. He said we have done this before between 15th and 16th Streets, with the DNR’s permission. Ms. Schleicher said the DNR said where there is a flat dune with no vegetation it is alright to use it. She said we cleaned out an area that had old snow fencing and there was no build up of any dune. She said the request of the task force was to look into moving that dune and using the dune because we are losing so much of that beach at high tide. Ms. Williams said she has grave reservations about that 2nd recommendation and requested another independent source be used to determine what environmental damage would be caused by those activities. She said it is hard for people that aren’t familiar with dune science to differentiate if they see people in one section of the dunes why another section would not be open to the public. Mr. Pearce said he shares Ms. Williams’s concerns and is Leary of the scarping. *** Mayor Buelterman said the city is looking to the State to provide an additional Three Million towards a complete renourishment. He said all of our local delegation is working on that. He said there is an ongoing economic impact study of the beach that we will be submitting to the governor’s office along with our official request. *** Ms. Doyle announced the Lights on for Tybee celebration on December 7th at the Park of 7 Flags beginning at 6:30p.m. She said the choirs will participate and on December 8th we will have the Christmas Parade around 3:00p.m. Mayor Pro Tem Sessions encouraged everyone to shop on Tybee for Christmas Gifts. *** Mr. Wolff moved to adjourn, Ms. Williams seconded and the vote was unanimous. ______________________________ Mayor Jason Buelterman _________________________________ Vivian O.
