Instructors shall fully acquaint their students with the aircraft operation rules and shall be responsible for the conduct of students under their direction relative to such ryes du,'ing, dual :.?astruction. r:ihen a student is flying solo, it shall be his sole responsibility to observe and abide by these rya? es. 23. No person shall be or become intoxicated, coy>b t any disorder3zy conduct or nuisance on the airport. 24. No person shall engage in or conduct gambling in any formi or operate gambling devices anylihere on the airport. 25. Sanitationo (a) No person shall dispose of gar- bage, paper, or refuse, or other material on the airport except in the receptacles provided for that purpose.. (b) No person shall eat .food or drink beverages in the termonal building; lobby., oth,?r than the soft drinks, and .food normally sold in the building. No person shall throw, paper, cigars, cigarettes., bottles or any other material from the observation balcony (concourse) or windows or roofs of any buildings or structures on the airport. 29. No person shall engage in any business or commercial activity of any nature whatsoever on the airport except with the approval of the Manager,, and under such terms and conditions as may be prescribed. 30. The soliciting of fares, alms, or funds for any purpose on the airport without the permission of the manager is prohibited. In the event that occas4ons arxise that are beyond the capabili ,y of the Airport Manager to cope tr? th, the City of Richmond Police Departao-zat shall be called upon by said N=r ager for assistance and action as deemed necessary by said 1,4anager . 37. No person shall use infl amable volatile Liquids having a flash point of less then 110 degrees fahrenhe-i t in the cl.eaing of aircraft, aircraft etaj ines., propellers, appliances,, or for any other rrarpose9 unless such operations are conducted in open air., or an a room specifically set aside for that purposev which room must be properly fire -proofed and equipped with adequate and readily accessible fire exti quishing apparatus, all subject to the approval of said Manager. 38. storage. - (a) No person shall keep or store any infdla*nablc liquids, gasesS signal flares or other similar material in the hangars or in any building on the airport; PROVIDED that such Materials may be kept in an aircraft is the proper receptacles installed in the aircraft for such purpose or in Insurance Undenariters approved safe -by cans, or in rooms or areas specifically approved for such storage bir the Manager, Page b (b) Lubricating or waste oils shall not be stored in or about the hangars except that not more than twelve hours supply of lubricating oil may be kepi in or about a hangar in containers or receptacles approved by Insurance Underwriters and that such material nay be kept in rooms specifically designated for oil storage. (a) Renters of hangars shall ?:.Pea hangars clean of waste, rags, rubbish and trash. Same shall -be placed in suitable receptacles. 39. No person shall conduct any open -fie operations in any hangar., or on the airport unless specifically aut.iorized to do so by the Ilan! ger. 40. No mrson shall smoke on the a?rnort apron, in any hangar or shop, ser,rice station arrea, gasoline storage area, or in any builiing, roOM or place on the airport t-rhere smoking is specifically prohibited IYy the Y nryes . 41. 11eling Opera.tinns. The following rules govern the fueling and def ueling of aircraft: (a) No aircraft :=.lhall be fueled or d.efueled while the engin€ is running; or being; warmed by applications of exterior heat, or while the aircra"t is in a hangar or enclosed spaced (b) No person shall smoke try thin 100 feet of an air cra-t being fueled or defbeled. (c) No person shall operate arrj radio transmitter oe receiver, or swit6h electrical appliances off or on in an aircraft duri.rg fueling or defueling. (d) During refueling the aircraft and the fuelingg dispensing apparatus shall be 're grounded to a point or points of zero electrical potential. (e) Persons eng;a, ed in the fueling and defucling of aircraft shall exercise care to prevent overflow of fuel. (f) No person shall carry on 4r_y work or activity or use any material in the vicinit-r of aircraft being fueled or def aeled t•rhich is likely to cause a spark or be a source of ignition. (h) I--o person shall start the engino of any aircraft when there is any gasoline on the --round under such aircraft. (i) Fueling hoses and equipment shall be maintained in a safe, sound, and non -leaking condition. (j) All hoses,, funnels, and appurtenances used in fueling and defteling operations shall be equipped with a ,grounding device to prevent ignitions of volatile liquids. (k) All fueling and deftelinLm of aircraft shall be conducted at least 50 feet; from any hangar or other building. i Page 0 42. Eknii ergency procedures for the air -port in? ll be issued at the o�C �1w of the MaM,;^r Mder author?ty of this section, 46. under any emergency conditions all personnel on the airport: trill act strictly in accordance with the procedures as set, up and under the direct control of the Manager. 47, Model Aircraft: (a) Notification All persons or organizations ddsiring to engage in nodal aircraft flying on the Airport shall notify the R c;2 and 1amicipal Airport Manager and shall do so only uponhis approval and way in an area which he ivAy designate and strictly in accordance with his direction. (b) Lability Every person or organization engaged in the flying; of model, aircraft on the .(airport shall 'nA fully responsible for any injuries or damages maffered by any persons as a. result, of such activity. The Board of Aviation Cos-mmissioners shall be neither responsible nor liable. (c) No model Bing is pouted unless said model is controlled by radio, or control line, except by permission of the -Board. of Aviation Ca irmi_,sionersv .SECTION 3® Any person who Violates any of the provisions of this Ordinance shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not less tsaan 010.00 and not more than !�i300.00 or by imprisonment of not more than six months or both. SECTION 4, This Ordinance shall be in full force and effect :from and after ter its passage, approval by the Y-?ayor, and publication as by fiats required.
