The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday,March 25,2021,in the Council Chambers at the Municipal Building,50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns, Deputy City Clerk;
Kara Messier, Purchasing; Beth Fields, Director of Infrastructure and Development via Zoom;
and, Media via Zoom.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of March 18, 2021, supported by Mr. Evans. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for March 26, 2021 in the amount of Three
Hundred Fifty Two Thousand Five Hundred Eighty Four Dollars and eight cents ($352,584.08),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for March 26, 2021 in the amount of seven
Hundred Eighty Nine Thousand Four Hundred Eighty Three Dollars and three cents ($789,483.03),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
Mr. Evans moved to approve a Payroll Claims for Payment correction for March 26, 2021 in the amount
of Two Hundred Sixty Three Dollars and forty cents($263.40),supported by Ms. Emily. Upon a vote viva
voce, the motion carried.
Mr. Evans moved to approve a Payroll Claims for Payment for Fire Clothing Allowance for March 26,
2021 in the amount of Forty Nine Thousand Four Hundred Dollars($49,400.00), supported by Ms. Emily.
Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 20-2021 — AGREEMENT FOR PARTICIPATION IN TOWING
ROTATION
This is for the consideration for placement on the City's Towing Rotation List, Wrecker
Service agrees to be on call twenty-four hours (24) seven (7) days a week for wrecker
services as needed by the Police Department. The Wrecker Service will collect its fees
from the operator of the impound services. This contract will be in effect from April 1,
2021 through March 31, 2023. The Wrecker Services that are participating are as follows:
Pardo's Service
Stamper's Wrecker Service
Elliott's Towing
Countryside Auto
Bailey's Towing
Alley Cat Garage and Towing
Ms. Emily moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 41-2021 —RQAW CORPORATION
They will provide services in connection with the completion of a feasibility study to
determine the best means to address the immediate and long-term space needs of the Police
&Fire Departments.
Not to exceed $15,000.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.

CORPORATION

This is for the Contractor to also perform fireproofing replacement following the
remediation services to be performed on the Council Chambers.
Not to exceed $6,400.00
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
