HomeMy Public PortalAbout04-19-2012THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 19, 2012 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, April 19, 2012, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, Sergeant Curt Leverton, Planning Technician Sarah Mitchell, Director of Human Resources and Compliance Sue Roberson, City Controller Tammy Glenn, Director of Public Works and Engineering Greg Stiens, Community Development Specialist Sharon Palmer, President of Amalgamated Transit Union Local 1474 Fay Paul, Katrina Weddle, Mark Jolink, Brian DeLaney and Luke Leverton. The following business was conducted: CALL TO ORDER Ms. Robinson called the meeting to order and noted for the minutes all board members and legal counsel were present. APPROVAL OF MINUTES Ms. Robinson made a request to the board to approve the minutes for the April 12, 2012 meeting, Ms. Lawson moved to approve with a second by Mr. Foster. The motion was unanimously passed. CLAIMS FOR PAYMENT Claims for payment for April 13, 2012 were presented in the amount of $666,898.34. Mr. Foster moved to approve with a second by Ms. Lawson. The motion was unanimously passed. Ms. Robinson made a request to the board to approve the claims for payment for April 20, 2012 in the amount of $300,507.31. These included: • $81,148.49 - RP &L for electric cost including street lights • $20.332.40 - Clark Dietz for additional engineering for intersections of U.S. 27 and South "E" Street • $108,598.30 - Burgess & Niple for Salisbury Road Phase 1 for contract administration and inspection. Ms. Lawson moved to approve with a second by Mr. Foster. The motion was unanimously passed Board of Works Minutes April 19, 2012 Page 2 of 3 ROAD CLOSURE A. Sgt. Leverton and Ms. Mitchell requested the closure of the 900 block of Elm Place on Saturday, May 12, 2012 from 10:00 AM to 6:00 PM for Lemonade Day and Lemonade Tasting Event. Mr. Foster moved to approve with a second by Ms. Lawson. The motion was unanimously passed. BID AWARDS A. Ms. Robinson brought to the board a request that was presented by Director of Public Works and Engineering Greg Stiens to award the bid for the North 11th Street Curb & Sidewalk Rehabilitation Project to Pro Lawn Care in the amount of $123,248.00. Ms. Lawson moved to award with a second by Mr. Foster. The motion was unanimously passed. RESOLUTION A. Ms. Roberson requested the approval of Resolution No. 6 -2012 with Pillar Group through Indiana Public Employees Plan, Inc for the City Worker's Compensation insurance. She explained that the premium we have now is $133,000.00 annually with a deductible of $500,000.00. The last three (3) years the average cost to the City for premium and deductible has been $283,000.00. With this company the premium is $251,000.00 annually with first dollar coverage, saving the City $31,890.00 a year. Mr. Foster moved to approve with a second by Ms. Lawson. The motion was unanimously passed. BID OPENING A. Remediation of the Gas Building site at 16 East Main Street. Those bids are as follows: 1. King Environmental Group - $160,389.46 2. H.I.S. Constructors, Inc - $234,540.00 3. Hoosier Equipment Service - $231,345.75 4. Environmental Management Specialist (EMS) - $164,685.00 5. AMEC Environment and Infrastructure - $159,998.00 6. August Mack - $269,271.75 7. Byrco - $239,430.00 The bids were taken under advisement for due diligence. GRIEVANCE Re: Amalgamated Transit Union Local Union No. 1474 with Katrina Weddle (Petitioner) and the City of Richmond (Respondent) concerning a rider's complaint. Each board member read their statements on how they would be voting on the grievance and why. Mr. Foster moved to deny Board of Works Minutes April 19, 2012 Page 3 of 3 the grievance with a second by Ms. Robinson. The motion passed by a majority with Ms. Lawson voting no. Ms. Robinson took this time to extend condolences on behalf of the Board of Public Works and Safety to the family of Bill Smith, the City's Street Commissioner in his passing. She said that Bill loved his country, served it as a Marine and loved and served the City of Richmond for 23 years. He will be greatly missed by us all. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously. The meeting was adjourned.
