The proposal includes a new tie wall and steps with a terrace for a portable spa, and an expanded patio space to be paved with stones on a sand base. The stairs will remain essentially where they currently are but be more condensed. All proposed work is more than 50' from the inland Bank of Owl Pond. The increase in hardscape is +/-150sqft over the existing gravel areas. Approximately 310sqft of native shrubs are proposed to bolster a poorly vegetated banking below the project area. A temporary silt sock will define the work limit and control erosion during the wall construction. The small scope of this project and modest increase in permeable hardscape should have no adverse effect on the adjacent wetland. The existing stairs pose a safety threat if left to deteriorate. All trees are outside the 50’ buffer to the bordering vegetated wetland and include one 6” cal. cherry, a 10” cal. Oak and seven 2”-4” cal. trees. Since they are growing +/-20 to 30’ below the first floor, the tops of the trees are intruding into the view and thinning of limbs will be of no benefit. The species are primarily sassafras which may never produce canopies tall enough to see under. A cluster of oaks straddling the 100’ buffer limit is more mature and will be limbed up to allow views under their established canopy. Removing these trees within this corridor and replanting with 10 arrowwood, will ensure a view for many years without annual pruning. No annual pruning is proposed in this application. In addition to the above removals, there are several old autumn olive, a few 1” sycamore maple saplings, and moderate amounts of bittersweet which are all proposed to be controlled via the “cut-and-swipe” method. All cut material is to be removed from the site. Work is proposed to be completed before May 1st, 2021. In summary, a healthy, diverse layered canopy will be maintained while preserving a modest view from the house, without negatively impacting the wetland resource. This project was in response to significant erosion from storms as wel l as installations and adjustments of shoreline stabilization projects adjacent to the BCT Ellis Landing property. Although the sand fencing is still in place today, the beach grass plantings did not take, and sand has only accumulated at the down shore end of the fence (see attached photos). More action is required to mitigate erosion. I am writing to request a biomimicry project be approved for the Brewster Conservation Trust Ell is Landing property. Biomimicry dune replenishment is a technique pioneered by Gordon Peabody of Safe Harbor Environmental in Wellfleet. Although biomimicry is still fairly experimental, it has been quite successful on projects on Cape. The process includes the random placement of 14 inch cedar shims in a matrix along the upper beach. The cedar shims, simulating native coastal vegetation collects windblown sand during storm events until the dune is built up enough, and beach grass can be planted and become established. The project would cover the 2000 square foot area within the existing sand fencing and all work will be done by hand. This Plan describes the project in detail, clearly defining the main goals and objectives, outcomes and benefits, and outlines the steps and time-line for management procedures. The property at 289 Crocker Lane in Brewster, Massachusetts, is owned by the Pearson family. The main goal of this Plan is to restore portions of the resource area and buffer zones that have been taken over by invasive vegetation. The restoration area will include approximately 6,900 square feet on the Coastal Bank. BlueFlax Design LLC was contracted by the Pearsons to prepare a plan to address their restoration goals, supporting the following interests of the Massachusetts Wetlands Protection Act (sections 10.30) and the Town of Brewster Wetland Protection Regulations (section 2.05 ): This Plan addresses the following project outcomes, resulting in a net benefit to the ecological health of the resource areas at 289 Crocker Lane: • Management/removal of invasive vegetation within 6,900 square feet on the property. • Restoration of naturalized areas using native plant species with high wildlife habitat value (forage, breeding, cover etc.). • Storm Damage Prevention • Flood Control • Protection of Wildlife Habitat • Protection of Public and Private Water Supply • Protection of Groundwater Supply • Prevention of Pollution • Erosion and Sedimentation Control 3 EXISTING CONDITIONS The property at 289 Crocker Lane is located on Cape Cod Bay. There is a coastal bank located on the north side of the existing house close to elevation 39. The velocity flood zone is located at elevation 15. Shorefront protection measures were installed according to plans prepared by Coastal Engineering Co. dated June 7, 2016. under permit SE 9-1708. The existing single family dwelling is currently under construction under a separate permit SE 9-1824. The coastal bank on this property have nearly entirely been taken over by invasive species including Asiatic bittersweet (Celastrus orbiculatus), shrub honeysuckle (Lonicera morrowii/bella), Japanese honeysuckle (Lonicera japonica), and English ivy (Helix hedera). Due to the density of growth of these species on the bank, large areas of previously existing groundcover have been shaded out, and the soil is bare beneath the layer vines. This means that even though the bank appears densely vegetated during the summer season, the top soil is left vulnerable to erosion without stabilizing groundcovers like native grasses to hold it in place, especially during the fall and winter months. Besides the invasive vegetation, there are a fair number of native trees still surviving on the coastal bank including eastern red cedar and black cherry. Because this is a north-facing bank, many of the cedars have very little foliage and are wind-worn. The black cherries trees are in relatively good shape, but could benefit from having the invasive vines removed. View looking south toward the coastal bank. GOAL 2: Improve existing wildlife habitat function and value within resource area and buffer zones. • Manage invasive plant species within the resource areas to reduce their competition with species providing native habitat. • Restore native plant species within restoration areas that provide valuable cover, forage and breeding habitat. This project will result in an overall improvement to the ecological function of resource area buffers by restoring naturalized, native vegetation where degraded/ invasive vegetation currently exists. The vegetation proposed in the Bank Restoration Planting Plan associated with this document is composed of a variety of species well- adapted to coastal conditions, and all will provide important ecological functions including stabilizing the bank, stormwater infiltration, and wildlife habitat. Protection and regeneration of vertical layers of vegetation including native shrubs and groundcover species through invasive species management will help slow water down as it reaches the bank, allowing it to infiltrate into the soil and be filtered by plant root systems, rather than potentially causing erosion or non-point-source pollution. Wildlife habitat will be improved by introducing an array of native plant species with various vegetative structure, fruits, and flowers thereby providing high-quality forage, cover, and breeding habitat. Please see “Invasive Vegetation Descriptions” for details on the benefits of removing the particular invasive species present. Overall, the proposed project will be an improvement to the site’s current conditions. It will not destroy, permanently alter, or have any adverse effects on any portion of the resource area or associated buffer zone. According to the Natural Heritage and Endangered Species Program there is no Estimated or Priority Habitats of Rare Species on this property. The invasive species management will enhance and protect the functions of the resource areas, buffer zone, and the stated interests of the State Wetlands Protection Act and the Town of Brewster Wetland Protection Regulations. According to the National Invasive Species Council (NISC) “Invasive species may prey upon, displace or otherwise harm native species. Some invasive species also alter ecosystem processes, transport disease, interfere with crop production, or cause illnesses in animals and humans; affecting both aquatic and terrestrial habitats.” Invasive plants threaten natural communities by reducing habitat and food for native insects, birds, and other wildlife. These invasive plants have a competitive advantage because they are no longer controlled by their natural predators, and can quickly spread out of control. For these reasons, invasive species are of national and global concern. NISC’s recommendations for invasive species management includes 5 Strategic Goals for managing invasive species nationwide: Prevention Early Detection and Rapid Response Control and Management Restoration Organizational Collaboration While we recognize that prevention is the best and most important management strategy, it is often too late to prevent invasive species colonization of our landscapes, including our most sensitive resource areas. Whenever land disturbance occurs, whether for development or simply for planting, we recommend a monitoring program to ensure that invasive vegetation does not expand into these disturbed areas, preparing a plan for Early Detection and Rapid Response. On project sites where invasive species have been identified, BlueFlax Design LLC follows NISC’s guidelines for Control and Management; Restoration; and Organizational Collaboration. Control and Management calls for containing and reducing the spread of invasive populations to minimize their harmful impacts. Restoration calls for the restoration of high-value ecosystems to meet resource conservation goals; Organizational Collaboration calls for maximizing management effectiveness through collaboration with property owners, experienced land management professionals, and local Conservation Commissions (for project sites within Conservation Jurisdiction). The following section elaborates on the invasive plant species (as listed by the Massachusetts Invasive Plant Advisory Group) that have been identified within the proposed project area at 289 Crocker Lane. The project will begin with a selective basal bark/injection herbicide pretreatment of invasive species throughout the project area. This pretreatment will be followed approximately three to five weeks later (giving time for herbicide to translocate to root systems) by cutting and mechanical and hand removal of invasive species. It is expected that some root material not destroyed by herbicide pre-treatment will be left behind, and that there is a substantial invasive species seed bank throughout the area. Therefore, follow-up treatments beginning in late summer and continuing through fall and winter for the next three to five growing seasons will be necessary. Any native vegetation that has been damaged by invasive vines may be flush cut or regeneratively pruned to promote healthy regeneration and vigorous growth. Vines will be removed from native trees the trees will be monitored for health. In the case of severe damage, if the health of these trees does not improve, it will be removed and replaced with native shrubs. After the initial intensive invasive species management is completed, the project area will be seeded with a custom mix of native warm and cool season grasses and wildflowers. Steep areas on the Coastal Bank will be immediately covered with 100% biodegradable erosion control blankets to protect them from erosion. Woody vegetation will be planted in the fall after the initial intensive invasive plant management phase is complete. At this time we should have reached 80% control of the invasive species infestation, allowing for successful replanting of native species. The areas proposed for invasive species management will be replanted with 160 native shrubs including black chokeberry (Aronia melanocarpa), northern bayberry (Myrica pensylvanica), pasture rose (Rosa carolina), beach plum (Prunus maritima), and arrowwood viburnum (Viburnum dentatum). Temporary irrigation will be required for the first two to three growing seasons while plants establish. Once plants are established irrigation will be removed. Follow up invasive species management will be ongoing over the next three growing seasons. Please see the Three Year Management Time-Line in this document for details. Asiatic bittersweet vinesAsiatic bittersweet fruit Asiatic Bittersweet (Celastrus orbiculatus): Asiatic bittersweet is capable of climbing up to 60 feet in trees and can cover groundcover and understory layers, eliminating native species. Vines constrict trees and shrubs, killing them by shading and girdling. Bittersweet poses a serious threat because it spreads rapidly through underground root systems that form new stems, reproduces prolifically by seed, is shade tolerant, and seedlings may stay suppressed for some time before being released by disturbance. English ivy leaves English ivy spreading across the ground and onto trees. English Ivy (Hedera helix) is an aggressive evergreen vine that is often used as an ornamental groundcover and vine for covering fences and walls. It has the potential to completely cover the ground killing all low-growing vegetation. English ivy can also grow into trees where it will cover the trunk and branches, excluding light from the leaves and killing the branches from the ground up. The tree eventually becomes susceptible to blow over due to its weakened state and the added weight of the vine. Winter treatments of a Triclopyr-based herbicide should be applied when other plants are dormant in November and December. Close up of vine honeysuckle flowers and leaves Vine honeysuckle aggressively climbing a tree Vine Honeysuckle (Lonicera japonica) is an evergreen to semi-evergreen vine that can be found either trailing or climbing to over 80 ft. (24 m) in length. This species invades a variety of habitats including forest floors, canopies, roadsides, wetlands, and disturbed areas. Lonicera japonica can girdle saplings by twining around them, and can form dense mats in the canopies of trees, shading everything below. Shrub Honeysuckle (Lonicera morrowii, bella) will invade a wide variety of habitats, from woodlands to disturbed sites, and can tolerate a variety of moisture and light conditions. It can spread quickly and form a dense thicket which limits native plant growth. This species is believed to produce allelopathic chemicals that inhibit the growth of other plants, thereby out-competing native vegetation. The two reasons prompting this request are: 1) to reduce chance of fishing lines being caught in the overhanging branches. This has been the case as children fish from the shore and especially from the dock with the added height off the water; 2) to prolong the life of trees by reducing weight. Dear Ms. Aguiar, I am writing to confirm and document our e-mail conversation regarding my request to formalize two changes to the above-referenced permit with two additional considerations that I neglected to mention in that conversation. The requested changes which are in the 50'-100' buffer are as follows: 1. Addition of a front lamp post. This would be situated between the carriage road and the walkway, near the driveway. 2. A whole house A/C compressor. This would be situated just to the West of the planned rinse station (uphill from). We were going to add splits, which would have added a second split compressor hanging off the rinse station. There is an existing one on the side of the house. lnstead, we'd like to move the existing one off of the house and hang it off the rinse station (or a stand adjacent to the rinse station) and add the ground-sitting A/C which will service the first floor. The existing split will service the 2nd floor. 3. Gas service (omitted in email conversation). ln addition to the central A/C to service the first floor, we plan to add a gas-fired, forced hot air heating system to service the first floor. This will necessitate National Grid running gas from Slough Rd. to the West side of the house. As other household appliances reach their design-life, we will convert those from electric to gas as well. 4. Underground electrical service (omitted in email conversation). Our current utility lines run from a telephone pole at the North-West corner of the property on opposite side of the carriage path. Our first step to remediate this was to extend the split rail fence and place more signage. However, this proved to not be enough. We’ve had more reports of adults and kids alike, moving around or over the fence to make their way to bluff. There’s more evidence of people going up and down the dune, as well as cutting vegetation to make paths. Furthermore, the created paths are starting to turn into rain ruts and erode. To remediate this, we would like to do a 3 things Install chicken wire fencing and dune fencing along the path to create a horseshoe shape. This fencing would be placed directly behind the existing split rail fence, and would extend 30-50 feet further than the split rail fence on either side. This would inhibit people from simply going around the fence, because it would extend to areas that are difficult to pass through due to cat brier and other existing vegetation. Reseeding the path and the bare areas around the kiosk with a mix of Little Bluestem (Schizachyrium scoparium) and Crinkled Hair Grass (Deschampsia flexuosa). Both of which are listed on the Cons Com Acceptable Plantings List. Crinkle Hair Grass is already present on the site, and the planted seed will grow and blend the path into the surrounding area. Little bluestem will be planted for diversity and the deep root system to aid in stabilization. Installing approximately 50 feet of erosion control Jute netting with wooden stakes along those paths. The jute will keep sediment and the grass seed in place until it takes root in the spring. Additionally, more plantings are being considered in the spring, but have not been decided yet. Our previous fence extension request was permitted under a previously approved minor change to the Order of Conditions. I am wondering if any or all of the work outlined above would also be permitted under that minor change or should we request another minor change. We would like to complete this work as soon as possible to prevent further damage to the sensitive area. Please see the attached document for photo depiction.
