HomeMy Public PortalAbout03-15-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, MARCH 15,2021 The Common Council of the City of Richmond,Indiana met in a Regular Meeting March 15,2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Walt Chidester, Elijah Welch and Pat Smoker; Sanitary District; Beth Fields and Ian Vanness, Infrastructure and Development; Brenda Gentry; Alison Zajdel, Environmental Sustainability Committee; Melissa Vance, Chamber of Commerce;Randy Kouns,Information and Technology; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held March 1, 2021, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. COMMUNICATION FROM THE MAYOR • Morrison Reeves Library is offering assistance with filing taxes • Introduced Pat Smoker as the new Director of the Sanitary District PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND INTRODUCTIONS, MOTIONS, AND RESOLUTIONS. (These requests to speak must be in writing and submitted to the Clerk's office before noon on the Wednesday prior to the meeting.) RESOLUTION NO. 002-2021 - A RESOLUTION OF THE CITY OF RICHMOND COMMON COUNCIL RE: ISSUANCE OF SANITARY DISTRICT BONDS AND PLEDGE OF STORM WATER REVENUES BY THE STORM WATER MANAGEMENT BOARD Common Council Minutes March 15,2021 Page 2of3 Councilor Turner moved to approve, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. ORDINANCES ON FIRST READING Councilor Turner moved to suspend the rules and read Ordinance No. 15-2021 on first reading by title only, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. ORDINANCE NO. 15-2021—AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF A GRANT FROM INDIANA UNIVERSITY(Environmental Sustainability) The Clerk read Ordinance No. 15-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 15-2021 to second reading and public hearing, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. President Parker declared Ordinance No. 15-2021 on public hearing. There being no comments for or against, Councilor Goss called for the vote, supported by Councilor Bumbalough. Ordinance No. 15-2021 was adopted with a 9-0 roll call vote. ORDINANCES ON SECOND READING • ORDINANCE NO. 6-2021—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM LIMITED COMMERCIAL (LC)DISTRICT TO MULTIPLE-FAMILY RESIDENTIAL (M2)DISTRICT The Clerk read Ordinance No. 6-2021 on second reading by title only. President Parker declared Ordinance No. 6-2021 on public hearing. There being no comments for or against, Councilor Goss called for the vote, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Ordinance No. 6-2021 was adopted with a 9-0 roll call vote. • Common Council Minutes March 15,2021 Page 3 of 3 ORDINANCE NO. 11-2021—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Vandor Corporation-Mfg Equip) The Clerk read Ordinance No. 11-2021 on second reading by title only. Ordinance No. 11-2021,was held on second reading until April 5,2021. ORDINANCE NO. 12-2021—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Group—Mfg Equip) The Clerk read Ordinance No. 12-2021 on second reading by title only. Ordinance No. 12-2021 was held on second reading until April 5,2021. MISCELLANEOUS AMENDED INTERLOCAL AGREEMENT-FOR THE SHARING OF COSTS ATTENDANT TO THE .ENVIRONMENTAL REMEDIATION OF SITE AND REMOVAL OF UNSAFE STRUCTURE THEREON(Final Amendment to IA 4-2017 Councilor Turner moved to approve, supported by Councilor Cappa. Upon a vote viva voce,the motion carried.
