A resolution to approve urban renewal plan amendment for the Tiffin Urban
Reneival Area
Vv`HEREAS, as a preliminary step to exercising the authority conferred -upon Iowa cities
by,Chapter 403 of the Code of.lowa (the "Urban Renewal Law"), a municipality must"adopt a
resolution finding that one or more slums, blighted or economic developfhent areas exist in the
municipality and that the rehabilitation, conservation, redeNielopmeni, development or a
combination thereof, of such area or areas is necessary in the interest of the public health, safety
or welfire of the residerits.,of the municipality; and
WHEREAS, this City Council by Prior resolution established the Tiffin Urban Renewal
Area (the "Urban Renewal Area") and adopted an urban renewal plan (the "Plan") for the
governance of projects and initiatives therein; and
WHEREAS, an amendment (the "Amendment") to the Plan has been prepared which
would facilitate the undertaking of new urban renewal projects•consisting of (i) using tax
iiicrement financing in support of the City's 2013 Capital Improvement Projects; (ii) using tax
increment financing in support of the-City Park Improvements Project including paving at,the
City's soccer complex and fencing at the baseball diamonds; and (iii) using tax increment
financing to support d private developer in the development of an industrial'recycling plant in the
Urban Renewal Area; and (iv) using tax increment financing to support the improvement and
extension of public infrastructure in connection with the development of residential housing; and
WHEREAS, notice of a public hearingl�y the City Council of the City of Tiffin, Iowa, on
the proposed.Amendment was heretofore given`in strict compliance with the provisions of
.-Chapter 403 of the Code of Iowa, and the Council has conducted said hearing on June 26, 2013;
and
WHEREA S, copies- of the Amendment, notice, of- public hearing and, notice of-a
consultation meeting with respect to the Amendment were mailed to Johnson County'and the
Clear C'reek-Amarfa Co unity School District; the consultation meeting was held on the 26h-
day of June, 2013; and responses to any comments or recommendations received following the
consultation meeting were made as requir6d by law;
NOW, THEREFORE, It Is Resolved by-the City Council'of the City of Tiffin, Iowa, as
follows:
Section 1. The Am-endment, attached hereto and madd a part hereof, is hereby in all
respects approved.
Section 2. It is hereby determined by this City Council as follows:
A. The activities proposed under the Nmendment conform to the general plan

B. Proposed economic development under the Amendment is'necessary and
appropriate to facilitate the proper growth and development of the City in accordance
with sound planning standards and local community objectives.
Section 3. All resolutions or parts thereof in conflict herewith are hereby repealed, to
the extent of such conflict.

The Urban Renewal P1hn (the "Plan") for the Tiffin Urban Renewal Area (the "Area") is
being amended for the,purpose of identifying new urban renewal_.projects to be undertaken
th6rein.
1) Identification of Projects. By virtue of this amendment, the list of authorized
-urban renewal projects in the' Plan is hereby amended to include the following project
descriptions:
A)
Name of Project:' City Park Improvements Project (the"City Park Project")
Name of Urban Renewal Area: 'Tiffin Urban Renewal Area
-Year of Establishment of Urban Renewal Area: 2005
Date of Council Approval of Project: June 26, 2013
Descriptibn of City Park Project: The City approved the City Park Project in an
amendment to the Plan on November 28, 2102 (the "November 2012 Amendment"). In
addition to improVements set forth in the November 2012 R Amendment, the City Park
Project will include paving,,.improvements at, the City's soccer, complex and the
installAtion of fencing at the City's baseball diamonds. The City Park Project will
enhance the quality of life in the City, thereby resulting in residential and commercial
growth in the Area.,

Description of Big Seeds Project: Big Country Seeds (the "Company") has

propose .-to undertake the expansion of its seed processing facility situated at 1050
Greenfield Drive (the "Development Property") in'the Ar6a. The expansion will double
in size the Company's existing physical plant, add industrial/recycling operations and add,
four (4) new jobs. It has been, requested that the City provide tax increment financing
assistance to the Company in support of the efforts to improve the Development Property.
Description of Public Infrastructuke: It is not anticipated that the'City will install
public infrastructure in connection with the Big Seed's Project.
Description of Properties to be Acquired in Connection with Big Seeds Project: it is
not anticipated that the City will acquire real property in connection with the Big Seeds
Project.
'Description bf Use of TIF: The City intends to enter into a Development Agreement
with the Company with respect to the Big Seeds Project and to provide 'economic
develop mentpayments (the "Pa tints") thereunder. The Payments will be funded with
incremental property tax revenues to be derived from the Development Property. It is
anticipated that.the City's.total commitment of incremental property tax revenues with
respect to the Big Seeds Project will not exceed$250,000.

Description of, Housing Subdivisi'on Support Project: A private developer (the
"Developer") has proposed to undertake the development of high end residential homes
on certain real property situated in the Area and bearing Johnson County Property Tax
Identification Parcel Numbers 0627377001 and 0634201001- (the "Property"). The City
desires to provide support to the Developer,by using tax increment financing to support
'the construction of the public infrastructure necessary" for the development of housing on
the Property. The addition of new residential housing in the City will enhance,the quality
of life in the City thereby resulting in commercial and residential growth in the City..
Description of Properties to be Acquired in Connection with Project: It is not
anticipated that the City will acquire real•property i onnection with the Housing
Subdivision-Support Project.
Description of Use of TI F: It is anticipated that the City will enter into a development
agreement with the Developer, pursuant to which the City will provide payments
thereunder funded with ihcremental property tax, revenues to be derived from the
properties in the Area. It is anticipated that the City's use of incremental property tax
revenues for Housing Subdivision Support Project will not exceed $80,000.
LMI Set Aside: Pursuant to the provisions of Section 403.22 of the Code of Iowa, the
City will make provision for low and moderate income family housing assistance in an
amount'not less than 39.5% of the TIF Revenues applied toward the Housing Subdivision
'Support Project.
2) Required Financial Information. The'following information is provided in
accordance with the requirements'of Section 403.17 of the.Code of Iowa:
Constitutional debt limit of the City: $7,655,224
Outstanding general obligation debt'of the City: $4,000,000
Proposed debt to be incurred in area to be added
to Urban Renewal Area: $1,725,060*
*It is anticipated that some or all'of the debt incurred hereunder will be subject to

The meeting was called.to order, y the Mayor, and,the roll was called showing the

on file. 'Whereupon, the Mayor called for y'written or oral objections, and there being none;
the Mayor closed the public hearing. '

NOW, THEREFORE, It Is Resolved by the City Council of the City of Tiffin, Iowa, as
follows:
Section°1. The City Council hereby approves the Supplemental Loan Agreement and
declares that this resolution constitutes the "additional action" required by Section 384.24A of
the Code of Iowa. It is hereby ordered that the proceeds received from the issuance of the Bonds
be expended 'to pay the costs of the Improvements authorized in connection with the
Supplemental Loan Agreement in an amount not to exceed $400,000.
Section 2. All resolutions-and orders or parts thereof in conflict with the provisions
of this resolution, to the extent of such conflict, are hereby repealed.
Section 3. This resolution shall be in full force and effect immediately upon its
adoption and approval, as provided by law.
